RECOMMENDATIONS
BACKGROUND
September 21, 2004, the City Council approved a traffic calming plan for the Mira Vista area intended to reduce speeds and cut-through traffic on local streets within the neighborhood. The plan, which was presented as a four-step approach with increasingly restrictive controls to be installed if necessary, was approved and staff was directed to implement Step 1 (increased enforcement, education, deployment of radar trailer and driver feedback signs) and Step 2 (speed humps) of the plan. The non-construction portion of the plan (Step 1) was implemented. Following this the speed humps were designed. Bids from contractor’s for the construction of the speed humps were sought and the results of that bidding are presented herein. However this project was not identified in the adopted FY 05-06 budget and therefore the staff recommendations includes Budget Adjustment 2005-______.
ANALYSIS
This project will install speed humps in the Mira Vista area in accordance with the traffic calming plan that was approved on September 21, 2004 by the City Council.
Sealed bids were received and opened at 10:00am June 9, 2005. Sully-Miller Construction Company submitted the lowest responsible and responsive bid of the three received. The following table summarizes bids:

The bids were reviewed for consistency with bid requirements. References were contacted and reported satisfactory or above performance on similar projects. The low bidder is satisfied with his bid and is ready to go to work. The difference between the Engineer’s Estimate and the low bid is attributed to the bid items for mobilization and furnishing and installing signs. These items were estimated lower than the contractor can furnish them.
Construction inspection services are needed for this project and an on-call service provider, Charles Abbott Associates, can provide this service for the City. The City has recently used Charles Abbott Associates to provide inspection services for paving work that was performed in the landslide area. Staff is satisfied with the work performed by Charles Abbott Associates. Staff recommends that Council authorize the Mayor and City Clerk to execute a contract with Charles Abbott Associates for the Mira Vista Speed Hump Project.
CONCLUSIONS
Adopting staff’s recommendations will appropriate the funding needed to construct the speed humps, result in approving the Plans and Specifications for the construction of the Mira Vista Speed Hump Project, award a construction contract to Sulley-Miller Construction Company, award a contract for professional services to Charles Abbott Associates, and authorize the Mayor and City Clerk to execute those contracts.
FISCAL IMPACT
Funding for this project will require an appropriation of General Funds in the amount of $ 60,380. The recommended action includes the adoption of a resolution to appropriate additional general funds. The FY 04-05 Statement of Estimated General Fund Reserves through May 31, 2005 is $11,179,791 and is attached (Attachment A). The FY2005/06 budget, adopted May 31, 2005, indicates the estimated General Fund Reserves through June 30, 2006 is 10,376,460.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES, AMENDING RESOLUTION 2005-53, THE BUDGET APPROPRIATION
FOR FISCAL YEAR 2005-06, FOR A BUDGET ADJUSTMENT TO THE CITY’S TRAFFIC MANAGEMENT PROGRAM WITHIN THE GENERAL FUND
WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in excess of budgeted allocations must be by supplemental appropriation of the City Council; and
WHEREAS, on May 31, 2005, the City Council of the City of Rancho Palos Verdes adopted Resolution 2005-53, approving a spending plan and authorizing a budget appropriation for the 2005-06 fiscal year; and
WHEREAS, it is necessary for the City to allocate additional funds to construct the Mira Vista Speed Hump Project for traffic calming in the Mira Vista area; and
WHEREAS, a budget increase in the Traffic Management Program is necessary to authorize the expenditure of additional funds for this traffic calming construction project;
BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:
The following adjustments be made to the General Fund:
