SUBJECT: SALARY RESOLUTION—ASSISTANT ENGINEER, DEPUTY DIRECTOR OF FINANCE AND INFORMATION TECHNOLOGY, AND LEAD WORKER

RECOMMENDATION

Adopt Resolution No. 2005 - xx; amending Resolution No. 2005-54 creating salary ranges for the positions of Assistant Engineer, Deputy Director of Finance and Information Technology, and Lead Worker.

EXECUTIVE SUMMARY

As with any dynamic organization, each City Department constantly evaluates and develops the level of talent and expertise among their existing staff to fulfill the ever changing operational needs of the City. The Departments of Public Works and Finance/Information Technology have concluded that three staffed positions have evolved beyond the level of their current job classifications and that new classifications are necessary. Therefore, staff proposes the adoption of the following job classifications to the City’s salary schedule in order to accurately represent the responsibilities and duties performed with commensurate pay: Assistant Engineer, Deputy Director of Finance and Information Technology, and Lead Worker. The additional job classifications will neither increase the number of City staff nor increase the recently adopted FY 05-06 City budget.

BACKGROUND/DISCUSSION

Staff proposes to add three new job classifications, Assistant Engineer, Deputy Director of Finance and Information Technology, and Lead Worker, to the City’s current salary schedule.

The Public Works Department proposes to add Assistant Engineer and Lead Worker to the City’s salary schedule. The Department is organized into three functions: administration, maintenance and project management. The Project Management function is responsible for the City’s engineering programs and construction projects. Currently one Senior Engineer, one Temporary Project Manager/Senior Engineer and one Engineering Technician staff this function. The Engineering Technician is responsible for sub-professional engineering tasks to support the Public Works Department programs. However, this staffed position has evolved into performing entry-level professional engineering tasks that require a higher level of knowledge and expertise in standard civil engineering concepts and practices. The City’s salary schedule currently lists Associate Engineer and Senior Engineer job classifications but no entry level, Assistant Engineer. Staff recommends the addition of the Assistant Engineer job classification to provide an entry level engineering position.

Under the City Maintenance Program, the staffed positions consist of one Maintenance Superintendent and two Maintenance Worker II positions (which are responsible for conducting semi-skilled maintenance and repair work). One of the Maintenance Worker II positions has developed over time into a typical "Lead Worker" position responsible for planning, coordinating and directing the day-to-day work of city contractors and subordinate personnel. The Lead Worker position is distinguishable from the Maintenance Worker II position by the supervisory responsibility, greater work autonomy, and increased level of administrative work, such as receiving bids, establishing schedules, processing invoices, etc.

The third new job classification proposed is Deputy Director of Finance and Information Technology as a management position. The City’s Finance and Information Technology Department has also taken advantage of maximizing the capabilities of its human resource talent and skills, particularly the staffed Accounting Manager position. The expanded responsibilities of and duties performed by the Accounting Manager are more appropriately classified as managerial than its current competitive service classification. The Accounting Manager position was designed to be primarily responsible for supervising the City’s finance and accounting programs, and the currently staffed position has been increasingly responsible for the day-to-day management function, including the management of the independent audit and CAFR (Comprehensive Annual Financial Report), as well as special projects and complex financial analyses. Staff recommends the new management job classification of Deputy Director of Finance and Information Technology.

FISCAL IMPACT

None associated with this report. The adoption of new job classifications would not impact the recently adopted City Budget for FY 05-06. The budget had already included anticipated merit increases and promotions during FY05-06.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING RESOLUTION NO. 2005-54, CREATING SALARY RANGES FOR THE POSITIONS OF ASSISTANT ENGINEER, DEPUTY DIRECTOR OF FINANCE AND INFORMATION TECHNOLOGY, AND LEAD WORKER.

WHEREAS, on May 31, 2005, the City Council adopted Resolution No. 2005-54 containing certain salary and hourly ranges for all competitive and management employee job classifications;

WHEREAS, Resolution No. 2005-54 does not include the salary range for the positions of Assistant Engineer, Deputy Director of Finance and Information Technology and Lead Worker;

WHEREAS, the City Manager has determined that the salary range of $4,816 - $6,255 per month or $57,792 - $75,060 per year is a competitive salary range for the competitive job classification of Assistant Engineer;

WHEREAS, the City Manager has determined that the salary range of $5,683 - $9,625 per month or $68,201 - $115,501 per year is a competitive salary range for the management job classification of Deputy Director of Finance and Information Technology; and

WHEREAS, the City Manager has determined that the salary range of $3,243 - $4,212 per month or $38,916 - $50,544 per year is a competitive salary range for the competitive job classification of Lead Worker.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:

Section 1: Exhibit "A" of Resolution No. 2005-54 is hereby amended by adding the positions of Assistant Engineer, Deputy Director of Finance and Information Technology and Lead Worker at the competitive salary ranges as shown on the revised Exhibit "A", attached hereto and made a part thereof.
