SUBJECT: BICYCLE TURNOUT ALONG PALOS VERDES DRIVE SOUTH
RECOMMENDATION
Approve a proposed bicycle turnout on Palos Verdes Drive South to be constructed by Trump Enterprises.

BACKGROUND
The Public Works Department approved the street and landscape improvement plans for Palos Verdes Drive South adjacent to the Trump National Golf Course. The approved plans include a bicycle turnout along the northerly edge of the new roadway just to the west of Palos Verdes Drive East. The purpose of the turnout is to provide bicyclist an opportunity to pull over, and rest.
When the department reviewed the plans, input on the turnout was requested from representatives of the Seahill HOA. Based on this input the turnout was moved to its currently proposed location.
Just recently the department has learned that the project Conditions of Approval require that the City Council approve the final plans for the turnout. The landscape improvements are currently being constructed but staff requested Trump Enterprises to hold off on constructing the turnout until the City Council has had the opportunity to review.
DISCUSSION
The proposed turnout consists of a 30’ semicircular pod along the westbound lane of Palos Verdes Drive South. The finish of the pod will be stone and will match the stonework currently being constructed in the medians. The turnout includes a bench with shade trees, a drinking fountain and two bicycle racks.
CONCLUSION
Adopting the staff recommendation will result in the construction of a bicycle turnout along Palos Verdes Drive South at no cost to the City.
FISCAL IMPACT
The cost of construction is the responsibility of Trump Enterprises. The cost of maintenance is the responsibility of the city. Maintenance activities will include weekly litter pick up, as well as periodic tree trimming, bench, and bike rack maintenance. Monthly costs are estimated at $ 150.
