RECOMMENDATION

Set a date and time for a Joint Workshop with the Traffic Safety Commission and the Lomita Sheriff’s Station Senior Staff.

BACKGROUND

On July 5, 2005, the City Council established times and dates for various workshops and events.

The scheduled events and dates are as follows:

1. August 27: Channel 33 Kick-off and Halfway Point Park Dedication

2. October 22: Community Leaders Breakfast/Planning Commission Workshop

3. December 5: Holiday Reception

At the same meeting the Council directed staff to recommend dates for a joint meeting with the Traffic Safety Commission and invite the Lomita Sheriff’s Station staff to attend also.

DISCUSSION

Joint Meeting with the Traffic Safety Commission

At their December 7, 2004 meeting the City Council created a Traffic Safety Commission and agreed that their charter would emphasize the need for the new Commission to be "proactive, originating and innovative." The recommendations of the Commission will focus on "alternative solutions" and will include "minority" reports. The City Council has discussed meeting jointly with the Commission to insure the Commissioners fully understand the Council’s intent. The Mayor previously proposed Saturday, September 10th at 9:00 am for this joint meeting.

Council/Sheriff Management Workshop

At the City Council Budget Workshop on May 31, 2005, Captain Zuanich presented a report on the management of the City’s contract with the sheriff for public safety services. His report focused on law enforcement strategies, deployment of forces, time-keeping and budget management and analysis of crime and traffic statistics. The Council was particularly interested in whether or not routine patrol could be reduced in favor of additional traffic enforcement. The Council felt that more time was needed to explore these issues with the Sheriff’s Department. Councilman Gardiner suggested that this discussion be combined with the joint meeting with the Traffic Safety Commission. Captain Zuanich has suggested either Saturday September 10th or Saturday September 17th as convenient dates for his staff. Captain Zuanich would prefer September 17th, however, the City Manager is out of town on this date and the Hesse Park Council Chamber is booked all day for a wedding.
