SUBJECT: ADDITIONAL FUNDING FOR MAINTENANCE OF TRAILS AND LANDSCPAING AT OCEAN FRONT ESTATES
RECOMMENDATIONS
BACKGROUND/DISCUSSION
The Ocean Front Estates Development was approved by the City in 1998. As part of the approval the developer was required to provide a deposit in the amount of $750,000 to provide for the maintenance of the natural open space, landscaping, trails, and a storm drain outlet. The City currently uses funds from the deposit to fund these maintenance activities. The adopted FY 05 – 06 budget includes funding in the amount of $50,000 for trail, landscape and storm drain maintenance. The City will not be responsible for the maintenance of the open space parcels until 2008.
Based upon city inspections, discussions with our contractors, and feedback from the public the current level of maintenance needs to be increased. The attached budget adjustment will provide for this additional maintenance.
CONCLUSION
Adopting the staff recommendation will provide both funding and authorization to increase maintenance activities at Ocean Front Estates.
FISCAL IMPACT
Increased spending for these activities will exhaust the fund balance earlier than expected. The estimated fund balance on June 30, 2005 is $779,000. At the proposed increased rate of spending, monies in this fund will be exhausted by approximately 2012, after which a new funding source will be needed.
ALTERNATIVE ACTIONS
Do not increase the level of funding; keep the level of maintenance at current levels. Under such a plan the fund will be exhausted by the year 2022.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES, AMENDING RESOLUTION 2005-53, THE BUDGET APPROPRIATION
FOR FISCAL YEAR 2005-06, FOR A BUDGET ADJUSTMENT TO THE CITY’S SPECIAL DISTRICT MAINTENANCE – SUBREGION 1 FUND
WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in excess of budgeted allocations must be by supplemental appropriation of the City Council; and
WHEREAS, on May 31, 2005, the City Council of the City of Rancho Palos Verdes adopted Resolution 2005-53, approving a spending plan and authorizing a budget appropriation for the 2005-06 fiscal year; and
WHEREAS, it is necessary for the City to allocate additional funds for the maintenance of trails and open space at Ocean Front Estates; and
WHEREAS, a budget increase in the Special District Maintenance – Subregion 1 Program is necessary to authorize the expenditure of additional funds for maintenance services;
BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:
The following adjustment be made to the Special District Maintenance Subregion 1 Program:
