SUBJECT: BLUE CURB FOR HANDICAP PARKING ON PACIFICA DEL MAR

RECOMMENDATION
Install Blue Curb (handicap parking zone) on the north side of Pacifica Del Mar at its westerly terminus, adjacent to the trail head as shown on the attached Exhibit A.
BACKGROUND
As a result of citizen requests, staff reviewed parking along Pacifica Del Mar (Exhibit C) near the trail head with respect to the need for blue curb (handicap parking zone) adjacent to the trail head, Exhibit B. The petitioner requested this action on behalf of an acquaintance who is disabled and uses the trail facility on a regular basis. The Traffic Safety Commission reviewed the request at their July 25, 2005 meeting and voted unanimously to recommend the installation of blue curb along Pacific Del Mar per Exhibit A.
ANALYSIS
Section 22511.7 of the California Vehicle Code (CVC) allows a local authority to designate parking spaces for the exclusive use of the disabled through the use of blue curb markings. To provide reasonable access for disabled persons to this public recreational facility, it would be appropriate to adopt staff’s recommendations and install blue curb markings. Although this request was generated on behalf of a single user, the blue curb would be available for use by any qualifying vehicle. Due to the extensive available on-street parking on Pacifica Del Mar, this action is not expected to adversely affect available parking for the general population.
CONCLUSIONS
Adopting staff’s recommendation will cause the installation of approximately 20 feet of blue curb from the end of the existing red curb northerly along Pacifica Del Mar.
