SUBJECT: THE ACCEPTANCE OF THE COUNTY OF LOS ANGELES' $1,000,000 CONTRIBUTION TOWARD THE PURCHASE OF OPEN SPACE IN THE PORTUGUESE BEND AREA

RECOMMENDATION
Adopt Resolution 2005- ___ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ASSIGNING THE RIGHT TO THE PALOS VERDES PENINSULA LAND CONSERVANCY TO APPLY FOR EXCESS FUNDS FROM THE COUNTY OF LOS ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT FOR
THE PURCHASE OF OPEN SPACE IN THE PORTUGUESE BEND AREA.
DISCUSSION
As the Council is aware, the City and Palos Verdes Peninsula Land Conservancy (PVPLC) have been successful in securing a $1,000,000 funding commitment from Los Angeles County toward the City's open space acquisition. Staff from the County Board of Supervisors recently notified the City of the process for securing the $1,000,000 in Measure A Excess Funds for the acquisition of 424 acres of open space (Hon Property) in the Portuguese Bend area. According to Los Angeles County officials, the Fourth Supervisorial District has directed that the following process be used. The City will assign the right to apply for a grant for the $1,000,000 to the PVPLC. PVPLC has agreed to prepare a similar resolution accepting the allocation of excess funds from the City and complete the application for excess grant funds from the Los Angeles County Regional Park and Open Space District. PVPLC, as the grantee, will execute all documents necessary to implement and administer the transfer of the grant funds into escrow. The property will belong to the City but PVPLC will hold a conservation easement on the property and will be the official manager of the preserve.
These funds will not reduce the City's share towards the purchase of this open space. These funds are specifically earmarked and are needed in order to complete the total funding of $17,057,000 for this acquisition. All funds for the project will be deposited into the escrow account that has been established for this purchase.
Approval of the allocation and assignment of funds was placed in the County of Los Angeles Board of Supervisors meeting agenda on October 18, 2005.
FISCAL IMPACT
This action will have no fiscal impact as the recommended action only assigns the right to apply for $1,000,000 in Excess Funds to the PVPLC that will then be deposited into the escrow account.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES ASSIGNING THE RIGHT TO THE
PALOS VERDES PENINSULA LAND CONSERVANCY TO APPLY FOR
EXCESS FUNDS FROM THE COUNTY OF LOS ANGELES
REGIONAL PARK AND OPEN SPACE DISTRICT FOR
THE PURCHASE OF OPEN SPACE IN THE PORTUGUESE BEND AREA
WHEREAS, the people of the County of Los Angeles on November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree-Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Proposition), which provides funds to the County of Los Angeles and other public agencies in the County for the purposes of acquiring and/or developing facilities for public recreational facilities and open space; and
WHEREAS, the Proposition also created the County of Los Angeles Regional Park and Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing local agency applications for grant funds under the Proposition; and
WHEREAS, the preservation of natural open space on the Palos Verdes Peninsula is a priority for residents of Rancho Palos Verdes: and
WHEREAS, the large areas of open space in the Portuguese Bend area of Rancho Palos Verdes represent the last large, contiguous parcels of natural open space remaining on the Palos Verdes Peninsula, and
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:
PASSED, APPROVED, AND ADOPTED ON THE 18th DAY OF OCTOBER, 2005.
