SUBJECT: APPOINTMENT OF BOARD MEMBER TO THE KLONDIKE CANYON GEOLOGIC HAZARD ABATEMENT DISTRICT
RECOMMENDATION
Appoint Gail Lovrich to a full four-year term of office on the Klondike Canyon Geologic Hazard Abatement District board until September 2009.
DISCUSSION
The Klondike Canyon Geologic Hazard Abatement District was scheduled to conduct an election on November 8, 2005 to fill three seats on the board: 1) the expiring term of Gail Lovrich in September 2005; 2) the vacancy created by the resignation of former Board Member Chris Downey in September 2003; and, 3) the vacancy created by the resignation of Director of Public Works Dean Allison in November 2005. As of the close of the nomination period, only one candidate submitted nomination papers: incumbent Gail Lovrich. Because there were not more candidates than offices to be filled, the Elections Code permits the cancellation of the election and the appointment of the nominee to the Board. If the City Council reappoints Gail Lovrich, the District Board will have the required quorum to continue conducting business. Therefore, staff recommends waiting until the City’s new Director of Public Works is hired before filling the vacancy created by Mr. Allison’s departure.
