SUBJECT: APPROVE DESIGN/PROFESSIONAL SERVICES CONTRACT FOR ARTERIAL REHABILITATION PROGRAM (Overlay Hawthorne Blvd. from Silver Spur Road to City Limit, Southbound Palos Verdes Drive West from City Limit to Hawthorne Blvd., and a short segment of northbound Palos Verdes Drive West from 400 feet south of Golden Cove to Hawthorne Boulevard. Slurry Seal, Palos Verdes Drive South Westbound from Schooner Drive to 1,340’ west of Schooner Drive (west end of median), and Palos Verdes Drive South westbound from 100’ east of Narcissa to 400 feet south of Golden Cove)

RECOMMENDATIONS
- Award a professional service contract to Willdan, for services related to the City’s Arterial Rehabilitation Program.
- Authorize the Mayor and City Clerk to execute a professional service agreement contract with Willdan for a not to exceed amount of $ 63,700 and authorize the expenditure of up to an additional $6,370, for a total authorization of $70,070.
BACKGROUND/ DISCUSSION
Beginning in Fiscal Year 2005 – 06, the capital improvement program includes annual funding for an Arterial Rehabilitation Program. This multi-year program will improve the City’s arterial roadways in accordance with the pavement management program.
This year’s program includes the design for resurfacing of Overlay Hawthorne Blvd. from Silver Spur Road to City Limit, southbound Palos Verdes Drive West from City Limit to Hawthorne Blvd., and a short segment of northbound Palos Verdes Drive West from 400 feet south of Golden Cove to Hawthorne Boulevard. Professional and engineering services are required to design final plans and specifications for the project described above. To obtain the needed services, a request for proposal was submitted to two engineering firms capable of providing the needed services.

Because the services required are routine in nature, and because both firms are capable of providing quality services, price was the deciding factor in selecting Willdan. In addition the Public Works Department has positive experience working with Willdan on similar projects. Despite the wide variation in fees, staff is confident that the proposal submitted by Willdan provide the required services.
CONCLUSIONS
Adopting the staff recommendations will award an engineering contract to Willdan, for pavement design services for the Arterial Rehabilitation Program.
FISCAL IMPACT
The recommended action will have no fiscal impact. Adequate funds were provided in the adopted FY 2005-2006 budget for the completion of the services and funds were carried forward into the current year.
