APPROVAL OF CONSENT CALENDAR:
A. EMERGENCY STORM DRAIN PROJECTS
1. Repair of the Tarapaca Storm Drain (Dragoo)
Recommendation: Review and reconfirm by a four/fifths (4/5) vote, the Council’s previous action on December 21, 2004 to authorize staff to conduct an informal bid process to repair the Tarapaca Storm Drain.
2. Interim Improvements to Barkentine/Seacove and Other Miscellaneous Drainage Improvements (Dragoo)
Recommendation: Review and reconfirm by four/fifths (4/5) vote, the Council’s previous action on October 18, 2005, to authorize staff to conduct an informal bid process to construct interim improvements to Barkentine/Sea Cove and other miscellaneous drainage improvements.
3. Repair of Four Storm Drains (Dragoo)
Recommendation: Review and reconfirm by four/fifths (4/5) vote, the Council’s previous action on November 15, 2005 to authorize staff to conduct an informal bid process to repair storm drains on Palos Verdes Drive South, Silver Arrow, Crest Road, and Pontevedra.
4. Pontevedra Emergency Storm Drain Repairs (Dragoo)
Recommendation: Review and reconfirm by a four/fifths (4/5) vote, the Council’s previous action on December 6, 2005 to authorize staff to conduct an informal bid process to repair the Pontevedra storm drain line.

5. Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title.
7. Records Retention and Destruction Schedules (Petru)
Recommendation: ADOPT RESOLUTION NO. 2006-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AUTHORIZING THE DESTRUCTION OF CERTAIN CITY RECORDS AS PROVIDED BY SECTION 34090 OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA, MAKING CERTAIN CHANGES TO EXISTING RETENTION SCHEDULES, AND AMENDING RESOLUTION NO. 2004-75.
9. Forrestal Swale Drainage Improvement Project (Vaish)
Recommendation: 1) Reject the only bid received on December 19, 2005, for Forrestal swale drainage improvement project; and, 2) Request staff to re-advertise the project at a later date.
11. Notice of Completion for Improvements to the Palos Verdes Bay Club Storm
Drain (Holland)
Recommendation: 1) Accept the work done by Southwest Pipeline and Trenchless Corp. on the rehabilitation of the Palos Verdes Bay Club storm drain, as completed; 2) Authorize the City Clerk to accept the attached Maintenance Bond in the amount of $160,490, issued by Safeco Insurance Company of America (Southwest Pipeline’s Surety Company), which will remain in force for a period of one (1) year after the date of Notice of Completion and acceptance; 3) Authorize the City Clerk to file the attached Notice of Completion with the Los Angeles County Recorder; and if no claims are filed within 35 days of recordation of the Notice, City Clerk shall notify Safeco Insurance Company of America (Southwest Pipeline’s Surety Company) to exonerate both the Payment and Performance Bonds; 4) Authorize the Director of Public Works to release the 10% retention payment to Southwest Pipeline and Trenchless Corp., 35 days after recordation of the Notice of Completion by the City Clerk at the Los Angeles County Recorder’s office, contingent on no claims being filed against the project; and, 5) Authorize the Director of Public Works to send written notice to the Palos Verdes Bay Club informing them of filing with the Los Angeles County Recorder of attached Notice of Completion.
15. September 2005 Treasurer’s Report (McLean)
Recommendation: Receive and file the September 2005 Treasurer’s Report for the City of Rancho Palos Verdes.
16. October 2005 Treasurer’s Report (McLean)
Recommendation: Receive and file the October 2005 Treasurer’s Report for the City of Rancho Palos Verdes.
17. Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2006-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

18. Code Amendment to Chapter 17.11 - "Affordable Housing" (Pfost)
Recommendation: INTRODUCE ORDINANCE NO.__, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES APPROVING A CODE AMENDMENT THAT REVISES MUNICIPAL CODE CHAPTER 17.11, "AFFORDABLE HOUSING" TO SPECIFY A PREFERENCE FOR THE CONSTRUCTION OF NEW AFFORDABLE HOUSING UNITS OVER THE PAYMENT OF AN IN-LIEU FEE.
19. Acceptance of Public Trail Easements, Revised Grant Deeds for Founder’s Park and Non-Golf-Setback Area, Indemnity Agreements, and Release Agreement (Trump National Golf Club Project) [Continued from December 20, 2005] (Pfost)
Recommendation: 1) ADOPT RESOLUTION NO. 2006-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ACCEPTING CERTAIN PUBLIC TRAIL EASEMENTS, FOUNDER'S PARK, "NON-GOLF SETBACK AREA" AND PUBLIC OPEN SPACE LOTS WITHIN THE TRUMP NATIONAL GOLF CLUB PROJECT; 2) Authorize the Mayor and City Clerk to execute the Indemnity Agreement and Easement Deed between the City and V.H. Property Corporation pertaining to the City's acceptance of certain "Public Trail Easements"; 3) Authorize the Mayor and City Clerk to execute the revised Indemnity Agreement between the City and V.H. Property Corporation pertaining to the City's acceptance of "Founder's Park" and the "Non-Golf Setback Area"; and, 4) Authorize the Mayor and City Clerk to execute the Release Agreement between the City and V.H. Property Corporation.

23. FY04-05 Comprehensive Annual Financial Report and Independent Auditors’ Report on Compliance and Internal Control (Downs)
Recommendation: 1) Receive and file the following: the FY 04-05 Comprehensive Annual Financial Report of the City of Rancho Palos Verdes and the Independent Auditors’ Report on Compliance and on Internal Control over Financial Reporting; and, 2) ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 2005-53, THE BUDGET APPROPRIATION FOR FY05-06, TO INCREASE BUDGETED REVENUE IN THE GENERAL FUND.
25. Eastview School Legislation (Clark)
Recommendation: Direct the City Attorney to prepare legislation for introduction by Assemblymember Betty Karnette that would place the residential portions of the Rancho Palos Verdes Eastview area in the Palos Verdes Unified School District boundaries.
