![]() TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: JANUARY 31, 2006 SUBJECT: REPAIR OF FOUR STORM DRAINS Review and reconfirm by a four/fifths (4/5) vote, the Council’s previous action on November 15, 2005 to authorize staff to conduct an informal bid process to repair storm drains on Palos Verdes Drive South, Silver Arrow, Crest Road and Pontevedra. BACKGROUND On November 15, 2005, the City Council found that an emergency exists concerning the repair of four Storm Drains. This emergency situation will not permit a delay resulting from a competitive solicitation for bids to line the existing pipes. DISCUSSION Approval of both the informal bid process, the pre-ordering of materials and the negotiation and execution of the construction contract change order with SANCON Technologies, Inc., and the expenditure of the $459,700 for this work required a four-fifths (4/5) vote of the Council under Public Contract Code Section 22050(a)(1). In addition, Public Contract Code Section 22050(c)(1) requires that when a governing body takes action under Section 22050(a)(1), it must review that action and reaffirm it by a four-fifths vote at each subsequent regularly scheduled meeting until the action is terminated. Accordingly, because the repair has not yet been completed, staff has placed this item on tonight’s agenda. This item will be placed on each subsequent agenda until the project is completed. CURRENT STATUS The Contractor has completed installing liners on all of the following storm drain lines: Palos Verdes Drive South and Seacove Drive, Pontevedra, Silver Arrow and Crest Road. In addition to installing the liners, the manholes have been completed and insertion pits backfilled. Various minor work is still required at all locations prior to accepting the repairs as complete. This work should be completed within the next two weeks. Following receipt of the contractor’s invoice the and approval of the aforementioned punch list work items, the project will be ready for the City Council to accept it as a completed project.
