TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ASSISTANT CITY MANAGER/CITY CLERK DATE: FEBRUARY 7, 2006 SUBJECT: APPOINTMENT OF A BOARD MEMBER TO THE MIRALESTE RECREATION AND PARKS DISTRICT RECOMMENDATION Appoint Dr. David Feldman to the Miraleste Recreation and Parks District board until December 2009. DISCUSSION The Miraleste Recreation and Parks District was scheduled to conduct an election on November 8, 2005 to fill two expiring seats on the board. As of the close of the nomination period, no candidates filed for the open seats. Pursuant to Section 10515 of the Elections Code and Section 5780.1 of the Public Resources Code, the City Council shall appoint any qualified person to fill the vacancies. On December 20, 2005, Council appointed Peter Glusac, a current board member with an expiring term, to an additional four-year term. Since that time, staff received an application for appointment from Dr. David Feldman, a resident of the District, which has been provided to Council for consideration and appointment.
