SUBJECT: ADOPTION OF ORDINANCE NO. 433 – GENERALLY REQUIRING MEMBERS OF CITY COMMISSIONS AND COMMITTEES TO BE RESIDENTS OF THE CITY, AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE
Adopt Ordinance No. 433, “An Ordinance of the City of Rancho Palos Verdes generally requiring the members of City commissions and committees to be residents of the City of Rancho Palos Verdes and amending the Rancho Palos Verdes Municipal Code.”
On January 17, 2006, the City Council introduced Ordinance No. 433 to add Chapter 2.22 to the Municipal Code to specifically impose the requirement that members of City Commissions and Committees be City residents. The introduction of Ordinance 433 constituted the first reading of the Ordinance. If the second reading of Ordinance No. 433 is adopted by the City Council this evening, the effective date of the Ordinance will be March 10, 2006, which is thirty (30) days from the adoption date.

AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES GENERALLY REQUIRING MEMBERS OF CITY COMMISSIONS AND COMMITTEES TO BE RESIDENTS OF THE CITY OF RANCHO PALOS VERDES AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES ORDAIN AS FOLLOWS:
SECTION 1. Title 2 of the Rancho Palos Verdes Municipal Code is hereby amended by adding new Chapter 2.22 thereto to read as follows:
Membership in City Commissions and Committees
Because City commissions and committees, who are appointed by the City Council, frequently make important policy decisions and recommendations to the City Council, it is important for the members of the City’s committees and commissions be residents of the City.
2.22.020 City residency required.
Except as expressly provided in this Chapter 2.22 or in another section of this code, all members of City commissions and committees who are appointed by the City Council shall be residents of the City of Rancho Palos Verdes. Any person who is a member of a City commission or committee and subsequently ceases to be a resident of the City shall immediately notify the Mayor and City Clerk of that fact. Except in a case of extreme hardship, said notice shall be given, in writing, within five business days of the date when the commissioner or committee member ceases to be a resident of the City.
The residency requirement imposed by Section 2.22.020 shall not apply to: (a) members of the Geotechnical Board of Appeals; (b) an ex officio or non-voting member of any City commission or committee, and (c) to any commission or committee that has been expressly exempted from the residency requirement by another provision of this code.
