A. EMERGENCY STORM DRAIN PROJECTS
1. Repair of the Tarapaca Storm Drain (Dragoo)
Recommendation: Review and reconfirm by a four/fifths (4/5) vote, the Council’s previous action on December 21, 2004 to authorize staff to conduct an informal bid process to repair the Tarapaca Storm Drain.
2. Interim Improvements to Barkentine/Seacove and Other Miscellaneous Drainage Improvements (Dragoo)
Recommendation: Review and reconfirm by four/fifths (4/5) vote, the Council’s previous action on October 18, 2005, to authorize staff to conduct an informal bid process to construct interim improvements to Barkentine/Sea Cove and other miscellaneous drainage improvements.
3. Pontevedra Emergency Storm Drain Repairs (Dragoo)
Recommendation: Review and reconfirm by a four/fifths (4/5) vote, the Council’s previous action on December 6, 2005 to authorize staff to conduct an informal bid process to repair the Pontevedra storm drain line.

4. Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title.
6. Authorization for Council to Award a Construction Contract for the Relocation of the Storm Drain at 7460 Alida Place to GCI Construction Inc., and Construction Management and Inspection Services to DMc Engineering (Vaish)
Recommendation: 1) Award a contract for the relocation of the storm drain at 7460 Alida Place to GCI Construction, Inc. for an amount not to exceed $80,808 and authorize staff to spend an additional $8,080 for potential change orders which may result from unforeseen conditions for a total authorization of $88,888; 2) Authorize the Mayor and City Clerk to execute contract with GCI Construction, Inc.; 3) Authorize the expenditure of up to $9,600 for inspection services with DMc Engineering under their on-call services contract; and, 4) ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 2005-53, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2005-2006, FOR A BUDGET ADJUSTMENT TO THE CITY’S STORM DRAIN MAINTENANCE PROGRAM FUND.
7. Acquisition of Two Vehicles for the Department of Public Works and the Department of Planning, Building and Code Enforcement (Vaish)
Recommendation: 1) Authorize the Department of Public Works to purchase two new Toyota Prius vehicles; 2) Authorize the Mayor and City Clerk to enter into a purchase agreement with South Bay Toyota/Scion, in the amount of $48,715.20; and 3) ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING RESOLUTION NO 2005-53, THE BUDGET APPROPRIATION FOR THE FISCAL YEAR 2005-06, FOR A BUDGET ADJUSTMENT TO THE CITY’S EQUIPMENT REPLACEMENT - VEHICLE FUND.
8. Cable Television Franchise Productions – 2006 (Petru)
Recommendation: 1) Approve the proposed list of topics for all City-sponsored Special Event Shoots and Public Service Announcements for 2006; and 2) Authorize the Manager of RPV Cable Television to select the topics, subject to approval by the City Manager or his designee, for the one undesignated Special Event Shoot and one undesignated Public Service Announcement in 2006.
Recommendation: 1) Accept the work as complete; 2) Authorize the City Clerk to file a Notice of Completion with the County Recorder; and if no claims are filed within 35 days after recordation, and upon the contractor posting an acceptable warranty bond, notice the surety company to exonerate the payment and Performance bonds; and 3) Authorize the Director of Public Works to release the 10% retention payment, to Sancon Technologies, Inc. 35 days after recordation of the Notice of Completion by the County Recorder contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond.
10. Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
Recommendation: ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING A MASTER SCHEDULE OF FEES AND CHARGES FOR CITY SERVICES.
Recommendation: 1) Receive and file the following: the FY04-05 Comprehensive Annual Financial Report of the City of Rancho Palos Verdes and the Independent Auditors’ Report on Compliance and on Internal Control over Financial Reporting; and, 2) ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING RESOLUTION NO. 2005-53, THE BUDGET APPROPRIATION FOR FY 05-06, TO INCREASE BUDGETED REVENUE IN THE GENERAL FUND.
Recommendation: 1) Receive and file the midyear financial report; and 2) ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING RESOLUTION NO. 2005-53, THE BUDGET APPROPRIATION FOR FY05-06, TO ADJUST APPROPRIATIONS IN THE GENERAL FUND, STREET MAINTENANCE FUND, PROPOSITION C FUND, PROPOSITION A FUND, CAPITAL IMPROVEMENT PROJECTS FUND, MEASURE A CAPITAL FUND AND WATER QUALITY FLOOD PROTECTION FUND.
Recommendation: 1) Read Ordinance No. , AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES REGULATING PEDDLING AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE by title only, waive further reading, and introduce the ordinance; and 2) Read Ordinance No. –U, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES REGULATING PEDDLING, AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE AND DECLARING THE URGENCY THEREOF by title only, waive further reading, and adopt the ordinance.
15. Traffic Signal Priority List (Dragoo)

Recommendation: 1) Approve a Citywide traffic signal installation priority list; and 2) Direct Staff to present an updated Traffic Signal Priority List to City Council annually.
Recommendation: Direct staff to include the addition of a third traffic deputy to the Regional Law Enforcement Contract with the Los Angeles County Sheriff’s Department, in the Draft FY 06-07 Budget to be discussed at the Council’s upcoming Budget Workshop.
Recommendation: Read Ordinance No. , AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES REGULATING MASSAGE ESTABLISHMENTS AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE by title only, waive further reading, and introduce the ordinance.
Recommendation: 1) Appoint four members to the Planning Commission, each with a four year term of office until February 21, 2010; 2) Appoint five members to the Finance Advisory Board with a four year term of office until February 21, 2010; and 3) Set dates to interview candidates for Commission and Committee Chairs.
19. Budget Meeting Schedule for FY 06-07 (Petru)
Recommendation: Select two dates in mid April to early May for the City Council budget review sessions (only one date may be necessary).

21. Eastview School Legislation
Recommendation: Discuss the status of the proposed legislation that would place the residential portions of the Rancho Palos Verdes Eastview area in the Palos Verdes Unified School District boundaries and direct staff to take any action the City Council deems to be appropriate.
