TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS SUBJECT: ACQUISITION OF TWO VEHICLES FOR THE DEPARTMENT OF PUBLIC WORKS AND THE DEPARTMENT OF PLANNING, BUILDING AND CODE ENFORCEMENT 1. Authorize the Department of Public Works to purchase two new Toyota Prius vehicles. 2. Authorize the Mayor and City Clerk to enter into a purchase agreement with South Bay Toyota/Scion, in the amount of $ 48,715.20. 3. Adopt Resolution 2006-______, a resolution of the City Council of the City of Rancho Palos Verdes amending resolution 2005-53, the budget appropriation for the fiscal year 2005-06, for a budget adjustment to the City's Equipment Replacement-Vehicle fund. BACKGROUND Two vehicles in the City’s fleet are in need for replacement. Staff is recommending replacing the two trucks, mentioned above, with passenger cars, to help the ongoing transportation need. Currently the City has Air Quality Maintenance District (AQMD) funds available to purchase vehicles. To utilize these funds, staff has pursued replacement of two trucks with Toyota Prius hybrid vehicles. The Toyota Prius hybrid qualifies for use of these funds and has the best rating in its class. DISCUSSION A Notice Inviting Bids for the purchase of Two Toyota Prius vehicles, or equivalent was published in the Daily Breeze in accordance with the purchasing process identified in Municipal Code Section 2.44. A subsequent request was faxed to the certified dealerships in Southern California. The following is a summary of bids:
CONCLUSION Based on the only bid received, staff recommends the acquisition of two new vehicles from South Bay Toyota/Scion. The color of the new vehicle will be white to match the City’s existing vehicle fleet. FISCAL IMPACT Funding of $54,000 to purchase these two vehicles is available in Equipment Replacement Vehicle Fund. Since a hybrid car is eligible for AQMD funding, staff recommends a transfer of AQMD monies to the equipment replacement fund. Respectfully yours, Ray Holland Reviewed by: Les Evans Attachment: Resolution RESOLUTION NO. 2006- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in excess of budgeted allocations must be by supplemental appropriation of the City Council; and WHEREAS, on May 31, 2005, the City Council of the City of Rancho Palos Verdes adopted Resolution 2005-53, approving a spending plan and authorizing a budget appropriation for the 2005-06 fiscal year; and WHEREAS, it is necessary for the City to transfer AQMD funds to purchase a vehicle for the Planning Department; and WHEREAS, a budget transfer of AQMD funds to the Equipment Replacement-Vehicles fund is necessary to replace general funds for the purchase of a Planning Department vehicle; BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES: The following adjustments be made: Transit Program 214-3014-491-91-00 Transfer out-AQMD funds $20,000 PASSED, APPROVED, AND ADOPTED THIS 21st DAY OF February, 2006. ___________________________ ATTEST: ______________________ State of California ) I, CAROLYNN PETRU, City Clerk of The City of Rancho Palos Verdes, hereby certify that the above Resolution No. 2006- was duly and regularly passed and adopted by the said City Council at a regular meeting thereof held on February 21, 2006.
