SUBJECT: NOTICE OF COMPLETION FOR THE STORM DRAIN REHABILITATION PROJECT – LINING PHASE I
1. Accept the work as complete; and
2. Authorize the City Clerk to file a Notice of Completion with the County Recorder; and if no claims are filed within 35 days after recordation, and upon the contractor posting an acceptable warranty bond, notice the surety company to exonerate the payment and Performance bonds; and
3. Authorize the Director of Public Works to release the 10% retention payment, to Sancon Technologies, Inc. 35 days after recordation of the Notice of Completion by the County Recorder contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond.
BACKGROUND & ANALYSIS
The project consisted of repairing corrugated metal pipes (CMP) and lining the CMP’s with a cured in place polyethylene liner, video taping and cleaning the CMP’s and installing insertion pits and man holes. The contract for the project was awarded to Sancon Technologies, Inc. on April 5, 2005. Council approved two change orders for additional and emergency repair work on August 16, and November 15, 2005 respectively. These two change orders were made to the contract that allowed the contract to continue lining additional CMP’s. The original project required lining 11 CMP sections. CCO 1 was authorized to repair a total of eleven failing CMP’s staff discovered during the process of videotaping. Staff discovered an additional six sections that needed immediate repairs; accordingly Council authorized CCO 2 in the amount of 459,700. In total, 28 sections of CMP were lined through this project (approximately 4,000 feet).
All project work has been satisfactorily completed.
The final project costs are as follows:
Contract Award Amount $332,960
The total construction cost is less than estimated at the time Council authorized the Change Orders.
This project was budgeted in the Water Quality Fund.
Sancon Technologies, Inc. has successfully completed all work in accordance with the plans and specifications. Therefore, the work should be accepted as complete and a Notice of Completion filed.
