SUBJECT: FUTURE AGENDA ITEMS

RECOMMENDATION

Review the list of future City Council agenda items prioritized by the City Council and direct Staff to agendize the highest priority items within the next two months.

BACKGROUND

At their Tactical Planning meeting on February 4, 2006 the City Council considered a list of future agenda items made up of policy issues raised by Councilmembers over the past few months. The list was presented for consideration and prioritization by the Council.

DISCUSSION

Each City Council member has noted his personal priority for the issues identified at the February 4, 2006 Council meeting and the "votes" have been included in the attached Agenda Items Proposed by Councilmembers.

Based on the City Manager’s interpretation of the Council’s interest, only three items seem to be clearly identified by the majority of Councilmembers as "high priority." Those three items are:

• City/PLPLC Partnership Agreement
• Revisit the Open Space Planning, Park and Recreation Task Force Strategic Plan
• Consider Opposing the CalWater Rate Increase

Items identified as "low priority" or "not interested" by a majority of Councilmembers include:

• Consider City Participation in Private Storm Drain Maintenance
• Revisit the RV Parking Ordinance
• Consider Adopting an Economic Development Strategy
• Consider Adopting a Board of Administrative Appeals
• Consider a Preliminary Feasibility Study for Wireless Internet
• Consider a Policy for Posting Council Candidates Financial Statements
• Consider Protocol for Use of City Council Badges
• Consider Resolution Supporting Uniformity of Voting Procedures
• Consider Creating a Legal Advisory Committee

Five agenda items fell into a "medium priority" category. Those four items are:

• Consider Revisions to Solicitation Ordinance
• Hear a Proposal for Protection of City Property and Rights of Way from Encroachments
• Consider a More Aggressive Code Enforcement Program
• Revisit Via Rivera Traffic Calming Plan
• Consider an Increased Parking Fine Structure

Several items did not have enough votes to reliably classify into a high, medium or low priority. These items include:

• Review CJPIA Claims Processing Procedures
• Revisit TEAM RPV Proposal
• Approve a Process for Approving Commercial Waste Hauler Franchises

Four items have already been considered and have been previously scheduled for Council consideration. They are:

• Receive Report on Building Code Drainage Requirements
• Consider Revisions to the Waste Management Pilot study
• Receive the Klondike Canyon Geology Report
• Consider Additional Regional Traffic Deputies

Mayor Wolowicz added four items to his list as follows:
