FROM: ASSISTANT CITY MANAGER/CITY CLERK DATE: MARCH 7, 2006 SUBJECT: GRANT FOR SEAT BELT COMPLIANCE CAMPAIGN RECOMMENDATION Authorize the City to act as the pass-through agency for a $14,954 grant awarded to the Lomita Sheriff’s Station by the State Office of Traffic Safety (OTS) for the 2006 Seat Belt Compliance Campaign. DISCUSSION For the last three years, the Lomita Sheriff’s Station has applied for and received a grant from the State Office of Traffic Safety (OTS) to participate in the annual California Seat Belt Compliance Campaign. The goal of the campaign is to increase the level of seat belt use statewide to 93% by July 2006. The OTS grant is for a focused seat belt enforcement campaign during a twenty-one (21) day period in May and June 2006. The funds are to be used to increase the level of seat belt enforcement on an overtime basis using first line officers. Although enforcement can take place anywhere within the Peninsula region, because we are the largest city in terms of population and area in the region, the City of Rancho Palos Verdes has acted as the pass-through agency for this grant. FISCAL IMPACT The Seat Belt Compliance Campaign grant will have no direct fiscal impact on the City, as we will simply be acting as the pass-through agency for the funds. There will be minimal staff time associated with processing some of the necessary paperwork and the Lomita Station will be responsible for all of the reporting requirements associated with the grant programs.
