SUBJECT: AUTHORIZATION FOR COUNCIL TO AWARD A CONTRACT FOR CIVIC CENTER PARKING LOT RESURFACING TO HARDY & HARPER INC.
1. Authorize staff to proceed with the resurfacing of Civic Center Parking Lot.
2. Award a $42,483.50 Construction Contract to Hardy and Harper, Inc. Contracting Company, for the resurfacing of Civic Center Parking Lot, and authorize staff to spend an additional $4,250 for contingency; thereby approving a $46,733.50 construction budget.
3. Authorize the Mayor and City Clerk to execute a construction contract with Hardy and Harper, Inc. Contracting Company.
4. Adopt Resolution 2006-___, a resolution of the City Council for the City of Rancho Palos Verdes, amending Resolution 2005-53, the budget Appropriation for fiscal year 2005-2006, for a budget adjustment to the City’s General Fund.
The Civic Center Parking Lot has many potholes, cracks and exposed gravel. Potholes were repaired in February 2006. Resurfacing is still required to fix the cracks and exposed gravel. This resurfacing project was advertised and sealed bids were received during March 2006.
On March 16, 2006, bids were open. The following table summarizes the bids received:
Hardy & Harper Inc.’s bid is the lowest. The City has previous resurfacing experience with Hardy & Harper, Inc. on Palos Verdes Drive South, and Crest Road. Hardy & Harper Inc. also has maintenance contract with City. Their contractor’s license is current and the bid documents, bonds (from a California Surety company), are in order.
Staff is satisfied with the previous work performed by Hardy & Harper, Inc. and recommends that Council award a $42,483.50 Construction Contract to Hardy & Harper, Inc. for resurfacing Civic Center Parking Lot.
Adopting the staff recommendations will award a construction contract to Hardy & Harper, Inc. for the FY 2005–06.
In fiscal year 2005-2006, $30,000 was budgeted for the Civic Center Parking Lot Resurfacing. Bid came higher then budgeted due to increase in material costs. Therefore, to complete the project a budget increase of $16,733.50 in General Fund is necessary. The recommended action will result in the expenditure of $46,733.50.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in excess of budgeted allocations must be by supplemental appropriation of the City Council: and
WHEREAS, on May 31, 2005, the City Council of the City of Rancho Palos Verdes adopted Resolution 2005-53 approving a spending plan and authorizing a budget appropriation for the 2005-53 fiscal year: and
WHEREAS, it is necessary for the City to allocate additional funds to provide funding for a Civic Center Parking lot Resurfacing; and
WHEREAS, a budget increase in the General Fund is necessary to authorize the expenditure of additional funds for the project.
BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:
The following adjustments be made to the following fund budget:
Increase in the General Fund
