FROM: STATION MANAGER, RPV CITYTV CH 33 DATE: MAY 2, 2006 SUBJECT: BUDGET ADJUSTMENT FOR PURCHASE OF STUDIO EQUIPMENT RECOMMENDATION: Adopt Resolution No. 2006- , Amending Resolution No. 2005-53, the Budget Appropriation for FY05-06, to Adjust Appropriations in the Channel 33 Budget. On December 9, 2005 RPVTV CH 33’s broadcast server was switched to the Princeton Server Group (PSG) web based broadcast server, the B1000. The C500W is the computer system that operates and communicates with the B1000 and allows the converting and scheduling of weekly new programs airing on RPVTV CH 33 broadcast through the B1000. Each week new programs are converted from tape or DVD to the digital mpeg format, scheduled and broadcast through the B1000. These reformatted programs are stored in the C500W memory as well as on the B1000 broadcast server. In order to back up these digitized (reformatted) programs it is essential to maintain these programs on computer hard drives. The C500W has a hard drive memory capacity of 280 GB, which is now full, containing 4 months of newly digitized (reformatted programs). In the fall of 2005 the City Council approved sponsorship/underwriting rates and policies for RPVTV CH 33. Currently, the Channel has raised $5250 under the City Council guidelines. These monies are held in a Special Revenue Fund for Channel 33 for one time expenditures. DISCUSSION: RPV CityTV Channel 33 requests the purchase of an additional C500W and 2 external hard drives with 280 GB of memory each from PSG as soon as possible for a total cost of $3025, including shipping and handling. This is to accommodate future programming needs for Channel 33. See background. At the present time, only one individual is able to convert (digitize or reformat) tapes and DVDs to the digital format necessary for broadcasting. This is a very time consuming endeavor. An additional C500W will aid greatly to expedite time to convert these programs as well as provide learning opportunities for interns enrolled in the RPV CityTV CH 33 internship program who will be trained in the use of the additional C500W. Time is of the essence in the purchase of the additional external hard drives as the C500W 280 GB memory is full and therefore additional new programs cannot be converted from tape or DVD to digital media suitable for broadcasting on Channel 33. Funds for this purchase can be taken from the Channel 33 Special Revenue Fund (not the general Channel 33 budget) which has a current balance of $5250. FISCAL IMPACT: If approved by the City Council, the proposed purchase will decrease the balance in the Special Revenue Fund by $3025. No General Fund reserves will be used for the proposed purchase.
