SUBJECT: APPROVE DESIGN/PROFESSIONAL SERVICES CONTRACT FOR THE VIA COLINITA/ROAN ROAD STORM DRAIN PROJECTS

RECOMMENDATION

1. Award a professional services contract to NBCE, Inc., for design services for the Via Colinita/Roan Road storm drain projects.

2. Authorize the Mayor and City Clerk to execute a professional services agreement contract with NBCE, Inc. in an amount not to exceed $119,570.00.

3. Authorize the additional expenditure of up to $24,000.00 for unforeseen design requirements that may be required to complete the engineering, environmental review, geotechnical recommendations and design of the project.

BACKGROUND/DISCUSSION

The Via Colinita/Roan Road storm drain projects were identified in the Updated Storm Drain Master Plan as priority one (1) projects and funding is available for these projects in the FY 2005/2006 budget through the Water Quality/Flood Protection Program.

The projects will repair defective and undersized storm drains in the project areas and are included as projects to be funded through the Water Quality/Flood Protection Program.

Professional and engineering services are required to design final plans and specifications for the project described above. To obtain the needed services, a request for proposals was developed and released to firms capable of providing the needed services.

Proposals were received from NBCE, Inc. and Merit Municipal Engineering Services. Because the services required are routine in nature, and because both firms are capable of providing quality services, staff interviewed both firms to determine which was better equipped to deliver the projects in the time required. Staff determined that NBCE, Inc. was very familiar with the requirements of the projects and that the schedule proposed for completion of the design was workable for the firm and is recommending awarding a contract to NBCE, Inc.

CONCLUSIONS

Adopting staff’s recommendations will result in the award of an engineering contract to NBCE, Inc. for design services for the Via Colinita/Roan Road storm drain projects in the amount of $119,570.00, and authorize the expenditure of up to $24,000.00 for unforeseen project design requirements.

FISCAL IMPACT

The recommended action will have no fiscal impact. Adequate funding for these projects is included in the adopted FY 2005-2006 budget as part of the Water Quality/Flood Protection Program.
