TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: JUNE 6, 2006 SUBJECT: AWARD CONTRACT FOR LANDSCAPE MAINTENANCE OF PARKS STAFF COORDINATOR Larry Still, Maintenance Superintendent RECOMMENDATIONS
BACKGROUND Los Angeles County deeded to the city the Fishing Access property through a quit claim deed process in 2004. Landscaping Maintenance for Subregion One, PVIC and the Fishing Access have been provided through the extra work clause in the current park and trail contract. Staff determined that the cost of this extra work was not as competitive as it should be for this consistent reoccurring work. Staff developed plans and specifications for the needed maintenance, advertised the project and opened the bids on May 1, 2006 ANALYSIS Sealed bids were received and opened at 10:00am May 1, 2006. Bennett Landscape submitted the lowest responsible and responsive bid of the three received. The following table summarizes bids:
The bids were reviewed for consistency with bid requirements. Bennett currently provides landscape maintenance to the medians and shoulders throughout the city. Staff is familiar with the work product provided by Bennett Landscape and is satisfied with their performance. The low bidder is satisfied with his bid and is ready to go to work. Staff recommends that Council authorize the Mayor and City Clerk to execute a contract with Bennett Landscape for the Landscape Maintenance of Parks. CONCLUSIONS Adopting staff’s recommendations will result in approving the Plans and Specifications for the Landscape Maintenance for Parks contract documents, award a landscape maintenance contract to Bennett Landscape, and authorize the Mayor and City Clerk to execute those contracts. FISCAL IMPACT Funding for the Fishing Access, PVIC and Subregion One areas is included in the proposed 06-07 Budget.
