SUBJECT: APPROVAL OF MEMBERSHIP FOR THE MARIN COUNTY CRIME TASK FORCE IN CALIFORNIA JPIA
1) Authorize the City Council delegate to cast the ballot on behalf of the City; and 2) Direct the City Clerk to notify the California Joint Powers Insurance Agency that the City approves the Marin County Major Crimes Task Force as a new member.
The California Joint Powers Insurance Authority (CJPIA) is the City’s insurance carrier for general liability and Workers’ Compensation. The CJPIA Executive Committee has recommended approval of the Marin County Major Crime Task Force (Task Force) for membership in the Agency. The CJPIA is requesting that each member agency cast a vote either in favor or in opposition to this recommendation by June 26, 2006.
The Task Force is a cooperative effort formed in 1977 to link the county and ten of eleven cities in the county with a total population of 254,000 to provide a central investigation unit capable of crossing jurisdictional boundaries to assist each other in the detection, apprehension and prosecution of highly mobile criminal activity. If accepted for membership, the Task Force’s annual primary deposit for the General Liability Program is $7,964. The Task Force is not seeking to participate in the Workers’ Compensation program at this time.
In its Initial Risk Management Evaluation, the CJPIA found that the Task Force qualifies for consideration for membership; that agency membership will benefit the Task Force by providing reliable and economical coverage; and that membership will be advantageous to the CJPIA by expanding it ability to spread pooled losses and costs.
