RECOMMENDATION
Adopt Resolution No. ____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES URGING GOVERNOR SCHWARZENEGGER TO APPROVE THE FY2006-07 CALIFORNIA COASTAL COMMISSION BUDGET AS APPROVED BY SENATE AND ASSEMBLY BUDGET SUBCOMMITTEEES

BACKGROUND
At the City Council meeting of June 20, 2006, Councilman Clark asked that the matter of supporting funding augmentation for additional Coastal Commission staffing be placed before the City Council for their consideration and support.

DISCUSSION
The California Coastal Commission budget approved by both the Senate and Assembly budget subcommittees includes a $1.2 million augmentation with funding for new positions to address energy and ocean resource management, new permit analysts to expedite permit reviews and the existing backlog of offers-to-dedicate conservation easements. As Councilman (and Coastal Commissioner) Larry Clark has pointed out to the City Council, the Coastal Commission is woefully understaffed to carry out their responsibility for the regulation of the use of land and water in the coastal zone, which covers an area larger than the State of Rhode Island.

The approved budget also includes $100,000 to establish a web-casting pilot project that would allow the Commission to carry out one year of live video web streaming of Coastal Commission meetings to broaden transparency and public participation;

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES URGING GOVERNOR SCHWARZENEGGER TO APPROVE THE FY2006-07 CALIFORNIA COASTAL COMMISSION BUDGET AS APPROVED BY SENATE AND ASSEMBLY BUDGET SUBCOMMITTEEES

THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:

WHEREAS, The California Coastal Commission was established by voter initiative in 1972 to protect, conserve, restore, and enhance environmental and human-based resources of the California coast and ocean for environmentally sustainable and prudent use by current and future generations; and,

WHEREAS, The Coastal Commission, in partnership with coastal cities and counties, plans and regulates the use of land and water in the coastal zone; and,

WHEREAS, On May 17, 2006 the Assembly Budget Subcommittee 3 and on May 18, 2006, the Senate Budget Subcommittee 2 approved matching augmentations to the Coastal Commission’s proposed FY 06-07 Budget; and,

WHEREAS, The budget approved by both subcommittees included a $1.2 million augmentation with funding for new positions to address energy and ocean resource management, new permit analysts to expedite permit reviews and the existing backlog of offers-to-dedicate conservation easements;

RESOLVED, That the City of San Francisco urges Governor Schwarzenegger to approve the California Coastal Commission’s proposed FY 06-07 budget as voted on by Appropriations Sub-Committees in the California State Assembly and Senate; and be it

FURTHER RESOLVED that the City Clerk shall certify to the adoption of this Resolution.
