TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ASSISTANT CITY MANAGER/CITY CLERK DATE: AUGUST 15, 2006 SUBJECT: CONTRACT AMENDMENT FOR ADDITIONAL SHERIFF REGIONAL TRAFFIC ENFORCEMENT SERVICES RECOMMENDATION Authorize the City Manager to sign the City’s Service Level Authorization for FY 06-07 to add an additional Los Angeles County Sheriff’s Department regional traffic enforcement deputy during the p.m. and weekends shift DISCUSSION On June 6, 2006, as part of the adoption of the FY 06-07 Budget, City Council authorized the addition of a third regional traffic deputy to provide enhanced coverage during the P.M. and weekend shift. This addition will augment the services currently provided by the existing regional traffic deputy and motorcycle unit and the City’s dedicated traffic deputy (Chris Knox). As part of the Regional Contract with the Cities of Rolling Hills and Rolling Hills Estates, the cost of the third regional deputy would be shared on 60%/30%/10% basis among the three cities. Because this is a new position, the Sheriff can offer the traffic deputy to the cities under the “growth rate” until June 30, 2008. Under the current contract, the cost of a growth rate traffic deputy for one year is $149,104 (including a 6% contribution to the liability trust fund), which is reflected on the attached “Hours of Service and Estimated Charges.” However, because the earliest the position could be filled is September 1, 2006, the cost to the regional cities for 10 months of service during the current fiscal year will be $124,253. FISCAL IMPACT This item is already included in the adopted FY 06-07 Budget. The City’s share of the cost during the first fiscal year will be $74,552.
