FROM: ASSISTANT TO THE CITY MANAGER DATE: AUGUST 29, 2006 SUBJECT: EMERGENCY PREPAREDNESS BRIEFING RECOMMENDATION Receive briefing from various agencies and organizations concerning their role, responsibilities, and plan for emergency preparedness and response. BACKGROUND/DISCUSSION Earlier this year, the City Council added “improving emergency services and preparedness” as one of the Council’s six goals. To advance this goal, the City Council requested a joint Council meeting with the City’s Emergency Preparedness Committee to receive a briefing from key agencies to better understand what is currently in place for emergency response. Tonight, representatives from several agencies, such as the County Fire and Sheriff Departments, PV School and Library Districts, utility companies and the Red Cross will present an overview of their emergency operation plan and emergency preparedness activities. Speakers were asked to incorporate some examples of their emergency response using the hypothetical disaster scenario below. “On Monday around 2:00 pm., a 7.2 earthquake struck the Palos Verdes fault line. The earthquake triggered dozens of fires and landslides. Someone reports that the local grocery store collapsed with an unknown number of people trapped under debris.
