FROM: ASSISTANT TO THE CITY MANAGER DATE: OCTOBER 3, 2006 SUBJECT: SALARY RESOLUTION—PERMIT TECHNICIAN JOB CLASSIFICATION Adopt Resolution No. 2006- ; amending Resolution No. 2006-42 and creating a salary range for the new position of Permit Technician. DISCUSSION A soon to be vacant Administrative Staff Assistant position in the Building and Safety Division of the Planning, Building and Code Enforcement Department has provided the opportunity to re-assess the essential functions and responsibilities of the position in relation to the needs of the Department. The Building and Safety Division would like to more effectively re-organize the workload distribution by allowing the contract building inspectors to focus on field site inspections and in-house staff to review, process and issue over-the-counter building permits involving minor improvements including plumbing, electrical or mechanical work, re-roofs and other non-structural projects. While the present Administrative Staff Assistant performs most of the aforementioned responsibilities, these and other specialized duties are more characteristic of a Permit Technician rather than an Administrative Staff Assistant. Therefore, staff is requesting City Council consideration to establish the new position of Permit Technician, so the Department may fill the open Administrative Staff Assistant position with a Permit Technician. Under the Building and Safety Division, the Permit Technician would be responsible for more technical, complex duties than a Permit Clerk position. The distinguishing differences between the Permit Clerk and Technician are: 1) the Permit Clerk is primarily responsible for administrative and operational support functions; 2) the Permit Technician requires greater expertise and knowledge in the Uniform Building, Electrical, Plumbing and Mechanical Codes; and 3) the Permit Technician must possess or have the ability to obtain Professional Certifications as a Permit Technician from the International Code Council and California Building Officials organizations within six months to one year of hire. The key distinction between the Administrative Staff Assistant and the Permit Technician classification is the field of technical expertise. Staff believes the Permit Technician position is equivalent in stature and pay as an Administrative Staff Assistant position. The proposed salary range for the Permit Technician is $3,470 - $4,506 per month or $41,537 - $54,074 annually. This salary range is the same for Administrative Staff Assistant and 10% above the existing Permit Clerk salary range, which is the City’s standard salary differential within a job class series (Assistant, Associate, Senior or entry, journey, and advanced journey level). Should Council approve the new position of Permit Technician and its salary range, it will be necessary to adopt the attached draft Resolution amending the City’s Salary Schedule. FISCAL IMPACT Staff anticipates that there will be no net increase over the amount budgeted in the fiscal year 2006-2007 budget for personnel salaries as a result of adopting the new job classification. The present budget for the Building and Safety Division is adequate to hire an individual up to the mid-salary range for Permit Technician without any budget adjustments. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: Exhibit “A” of Resolution No. 2006-42 is hereby amended by adding the position of Permit Technician at the salary range of $3,470 - $4,506 per month as shown on the revised Exhibit “A” attached hereto and made a part thereof. ___________________________ ATTEST: ______________________ I, Carolynn Petru, City Clerk of The City of Rancho Palos Verdes, hereby certify that the above Resolution No. 2006-XX was duly and regularly passed and adopted by the said City Council at regular meeting thereof held on October 3, 2006. _____________________________
