BACKGROUND The following is the regular monthly report to the City Council on various "border issues" potentially affecting the residents of Rancho Palos Verdes. The complete text of the current status report is available for review on the City’s website at: http://palosverdes.com/rpv/planning/border_issues/2006/20061107_BorderIssues_StatusRpt.cfm DISCUSSION Current Border Issues Ponte Vista Project at Former Navy Housing Site, Los Angeles (San Pedro) The October 12, 2006, Ponte Vista Community Advisory Committee (PVCAC) meeting was canceled a few days before the meeting because the draft EIR for the project had not yet been released by the City of Los Angeles. The next PVCAC meeting is scheduled for November 9, 2006. Staff will continue to attend and report upon these meetings. Peninsula Village Overlay Zone, Rolling Hills Estates On October 20, 2006, the City received the attached Notice of Availability/Completion for the Draft Program Environmental Impact Report (DPEIR) for the Peninsula Village Overlay Zone (PVOZ) in Rolling Hills Estates. According to the notice, the PVOZ would allow for a maximum of nine hundred (900) dwelling units within the zone. The City of Rolling Hills Estates has already entitled one hundred seventeen (117) units in the PVOZ project area, with another three hundred twelve (312) units pending (see table below).
A public meeting to accept comments on the DPEIR will be held on November 13, 2006, and the 60-day public comment period will end on December 18, 2006. Staff intends to prepare comments on the DPEIR for the City Council’s review at the December 5, 2006, City Council meeting. Berth 97-109 Container Terminal Project, Port of Los Angeles The City’s comments on the Draft EIS/EIR for the China Shipping project were faxed and mailed to the Army Corps of Engineers (ACOE) on October 4, 2006. ACOE acknowledged receipt of our comments via e-mail, but declined to extend the public comment period as we had requested. Also attached to tonight’s report is a copy of the comments submitted by the Port Community Advisory Committee (PCAC). Staff will continue to monitor this project as we await the release of the Final EIS/EIR. New Border Issues There are no new Border Issues on which to report at this time.
