EXECUTIVE SUMMARY

This month’s report includes:

 A brief report on the Ponte Vista Community Advisory Committee (PVCAC) and the release of the Draft EIR for the project; and,
 Draft comments on the Draft Program EIR for the Peninsula Village Overlay Zone (PVOZ) in Rolling Hills Estates.

BACKGROUND

The following is the regular monthly report to the City Council on various “border issues” potentially affecting the residents of Rancho Palos Verdes. The complete text of the current status report is available for review on the City’s website at:

Current Border Issues

Ponte Vista Project at Former Navy Housing Site, Los Angeles (San Pedro)

The draft environmental impact report (DEIR) for the Ponte Vista project was released on November 2, 2006, for a 90-day public comment period. Staff distributed a copy of the executive summary from the DEIR as late correspondence at the November 7, 2006, City Council meeting. The public comment period for the DEIR ends on January 30, 2007. Staff intends to prepare comments for the City Council’s review prior to the end of the comment period. The DEIR is available for review on-line at:

The Ponte Vista Community Advisory Committee (PVCAC) met on November 9, 2006, and November 30, 2006, and began reviewing the DEIR. Much of the discussion focused on the traffic study and project alternatives. PVCAC intends to host a public forum on the project during the DEIR comment period. Staff will continue to attend and report upon these meetings.

Peninsula Village Overlay Zone, Rolling Hills Estates

On November 13, 2006, the City of Rolling Hills Estates held a public meeting on the Draft Program Environmental Impact Report (DPEIR) for the Peninsula Village Overlay Zone (PVOZ), although the purpose of this meeting ended up being more to try to explain the PVOZ and the DPEIR process than to accept oral public comments on it. The meeting was very well attended, and most of the attendees appeared to be opposed to the proposal.

On November 28, 2006, the Rolling Hills Estates City Council extended the public comment deadline for the DPEIR from December 18, 2006, to January 19, 2007. Staff has prepared the attached comments on the DPEIR. It is Staff’s intent to obtain City Council feedback on the draft comment letter at the December 19, 2006, City Council meeting.

New Border Issues

There are no new Border Issues on which to report at this time.
