1. Authorize a change to the contract with CBM Consulting, Inc. to increase the dollar amount of the contract for Professional Services up to an additional $113,000 for assistance in the administration of the Water Quality and Flood Protection Program.

FISCAL IMPACT

No net impact. The cost of the engineering position needed to administer the Water Quality and Flood Protection Program has been programmed in the 2006/07 FY Budget through the Water Quality and Flood Protection Program. The programmed amount, including salary and benefits is $113,300.

DISCUSSION/BACKGROUND

Through the City’s Water Quality and Flood Protection Program (WQFP) several projects have been designed and completed over the past eighteen months. One project that is on the horizon is the McCarrell Canyon project. The initial improvement have been installed to help manage the large amount of rock and debris that are transmitted during larger storms, however the complete the improvements needed the next phase must begin very soon.

Work on the project design and environmental clearance can begin now however managing/administering this work remains a problem. The WQFP included provisions for a full time staff person to administer the program.

RECOMMENDATION

Staff is recommending extending the contract amount with CBM Consulting, Inc. up to an additional $113,000 to provide the administrative help needed to proceed with the design and environmental clearance needed for the McCarrell Canyon Storm Drain system.

CONSLUSION

Approving Staff’s recommendation will authorize an increase to the contract with CBM Consulting, Inc. in the not to exceed amount of $113,000.
