SUBJECT: APPOINT AN INTERIM CITY MANAGER AND SET A DATE FOR INTERVIEWS OF CITY MANAGER CANDIDATES
1. Authorize the Mayor to sign the letter appointing Paul Bussey as Interim City Manager.
At their meeting of November 21, 2006, the City Manager Recruitment Committee reported that the Executive Search firm had nearly completed pre-screening interviews and would shortly provide recommendations to the City regarding candidates to be interviewed by the City Council. The Committee also indicated that they had advised the recruiter that due to the holidays, interviews should not be scheduled until after the first of the year. In view of the gap between the departure of the current City Manager and the arrival of a new City Manager the City Council unanimously agreed to extend an offer of temporary employment as Interim City Manager to former City Manager Paul Bussey.
Mr. Bussey has indicated that he is available for an interim assignment following his return from a Christmas holiday to the east coast after the first of the year. In view of the nature of the assignment, staff is recommending that Mr. Bussey be retained as a “temporary, part-time” employee at an hourly wage. As a City employee, many of the concerns over insurance coverage and liability issues are more easily managed. In addition, as a City employee, his “official” status is better defined. Mr. Ray Holland, who recently served as the City’s Interim Public Works Director, was hired as a temporary part-time employee. Since only the City Council can appoint the City Manager, an appointment letter has been prepared for the Mayor’s signature and is attached to this report.
Avery Associates has advised us that some candidates may accept other offers of employment if the interviews are not scheduled as soon as possible.
The estimated monthly cost of the Interim City Manager will be about $17,000 or approximately the fully loaded cost of the current City Manager.

RE: Offer of Temporary, Part Time Employment
Dear Mr. Bussey:
On behalf of the City Council of Rancho Palos Verdes, I am pleased to extend an offer of temporary employment as interim City Manager at the rate of $110 per hour. Your exact working hours will be determined by mutual agreement with the City Council, but will include attending City Council meetings and maintaining regularly scheduled office hours as needed to manage the City’s business. In addition to the hourly rate, you are eligible to receive a lodging per-diem of up to $100 based upon your expense receipts, and reimbursement of $0.445/mile for the use of your private vehicle on City business.
This position is part-time and temporary with the following benefits deducted from your paycheck: Federal and State taxes, Medicare, and Social Security contributions. You are not eligible to participate in the CalPERS program.
Should you accept the position, your effective start date will be January 4, 2007. The City anticipates appointing a full-time permanent City Manager within the next few months; however, the City may require your services for up to 1,000 hours.
