A.        EMERGENCY STORM DRAIN PROJECT

4.         Mossbank Storm Drain Rehabilitation (Bell)
            Recommendation: Review and reconfirm by a four/fifths (4/5) vote, the Council’s previous action on August 21, 2007, authorizing staff to proceed with emergency repairs to the Mossbank Drive storm drain.

5.         Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 

6.         Border Issues Status Report (Fox)
                                                Recommendation: Review the current status of border issues.

7.         Adoption of Ordinance No. 466 - Clarifying that the City’s Redevelopment Plan Does Not Include the Power of Eminent Domain (Lynch)
Action Taken: ADOPT ORDINANCE NO. 466, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, CLARIFYING THAT THE REDEVELOPMENT PLAN FOR THE REDEVELOPMENT AGENCY’S PROJECT AREA DOES NOT INCLUDE THE POWER TO ACQUIRE REAL PROPERTY BY EMINENT DOMAIN.

8.         Contract Addendum No. 2 for the Marymount College Facilities Expansion Environmental Impact Report (Mihranian)
            Recommendation: Approve Contract Addendum No. 2 to the Agreement for Consulting Services between the City of Rancho Palos Verdes and Robert Bein, William Frost & Associates (RBF) for the preparation of an Environmental Impact Report (EIR) for the Marymount College Facilities Expansion project, in the amount of $126,740.00.

9.         September 2007 Treasurer’s Report (McLean)
Recommendation: Receive and file the September 2007 Treasurer’s Report for the City of Rancho Palos Verdes.          

10.       October 2007 Treasurer’s Report (McLean)
Recommendation: Receive and file the October 2007 Treasurer’s Report for the City of Rancho Palos Verdes.          

11.       Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2007-___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

PUBLIC HEARINGS:

12.       Revision “GG” to the Trump National Golf Course Project – Proposed Ficus Trees Near Driving Range (Pfost) [Continued from October 2, 2007]
            Recommendation:  1) Deny the Applicant’s request for a 12’ high ficus hedge along the western edge of the driving range, but approve a smaller hedge of a species specified by the City Council in the same general location of varying height and length to be verified in the field by the Director to ensure no significant view impairment; 2) Direct Staff to bring back the appropriate resolutions memorializing this decision at the next City Council meeting.

13.       Revision "KK" to the Trump National Golf Course Project - Extension to the Opening of the Driving Range (Pfost)
Recommendation:  1) ADOPT RESOLUTION NO. 2007-__, APPROVING ADDENDUM NO. 31 TO ENVIRONMENTAL IMPACT REPORT NO. 36; and 2) ADOPT RESOLUTION NO. 2007-__, AMENDING GRADING PERMIT NO. 1541 TO ALLOW AN EXTENSION TO THE OPERATION OF THE DRIVING RANGE TO JUNE 4, 2008.

Recommendation: ADOPT RESOLUTION NO. 2007-___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, EXTENDING THE 2000 CABLE TELEVISION FRANCHISE RENEWAL AGREEMENT AN ADDITIONAL FIVE YEARS UNTIL OCTOBER 17, 2015.
