2.         Appeal of View Restoration Permit No. 2007-00019 [Appellants: Dr. and Mrs. Ralph Allman & Mr. and Mrs. Doug Trowbridge] (Alvarez)
Recommendation: ADOPT RESOLUTION NO. 2008-__; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, DENYING THE APPEALS AND AFFIRMING THE PLANNING COMMISSION’S DECISION, AS AMENDED, TO INCLUDE TREE NO. 13, TO APPROVE VIEW RESTORATION PERMIT NO. 2007-00019 UPON FINDING THAT ALL APPLICABLE FINDINGS HAVE BEEN CORRECTLY MADE AND ALL PROVISIONS OF SECTION 17.02.040(C)(2) OF THE MUNICIPAL CODE HAVE BEEN COMPLIED WITH. 

REGULAR NEW BUSINESS:

3.         Organization-Wide Management Assessment Final Report (Perkins/ Management Partners Incorporated)
Recommendation: 1) Discuss the recently completed Organizational Assessment Final Report; 2) Review and discuss the Draft Implementation Action Plan; and, 3) Provide preliminary direction to staff on implementing report recommendations.

4.         Recruitment to Fill Budgeted Staff Positions (Petru)
Recommendation: Authorize staff to proceed with the recruitment to fill two new staff positions, Senior Administrative Analyst in the Public Works Department and Open Space and Trails Manager in the Planning, Building & Code Enforcement Department, which are included in the adopted FY07-08 and proposed FY08-09 City Budget and recommended in the Organization-Wide Management Assessment Final Report.

5.         City Council Rules of Procedure – “One Hour Rule” (Petru)
            Recommendation: 1) ADOPT RESOLUTION NO. 2008-___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, PERPETUATING THE ADDITION OF RULE 13 TO THE CITY COUNCIL’S RULES OF PROCEDURE, WHICH ESTABLISHES THE PROTOCOL TO REQUEST INFORMATION FROM CITY STAFF; AND,  2) CONFIRM THE REPEAL OF CITY COUNCIL POLICY NO. 5 – CITY REQUESTS POLICY.

6.         Amendment to the City Manager’s Employment Agreement (Lynch)
Recommendation: Approve the first amendment to the City Manager’s employment agreement.
