1.         Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 

2.         Border Issues Status Report (Fox)
            Recommendation: Receive and file the current report on the status of border issues.

3.         Biennial Update of the City’s Conflict of Interest Code (Morreale)
            Recommendation:  1) Receive and file the 2008 Local Agency Biennial Notice for the City of Rancho Palos Verdes, the Rancho Palos Verdes Redevelopment Agency, and the Rancho Palos Verdes Improvement Authority indicating that the Conflict of Interest Code for these agencies need to be amended; and,
            2) ADOPT RESOLUTION NO. 2008-___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ADOPTING A CONFLICT OF INTEREST CODE WHICH INCORPORATES BY REFERENCE THE STANDARD CONFLICT OF INTEREST CODE PREPARED BY THE FAIR POLITICAL PRACTICES COMMISSION AND REPEALING RESOLUTION NO. 2006-74.

4.         Second Amendment to the Agreement to Purchase Additional Acreage to be included in the Palos Verdes Nature Preserve (Rojas/Lynch)
            Recommendation: Approve the Second Amendment to Purchase and Sale, Option and Donation Agreement and Joint Escrow Instructions, and authorize the Mayor to execute the amendment on behalf of the City.

5.         June 2008 Treasurer’s Report (McLean)
Recommendation: Receive and file the June 2008 Treasurer’s Report for the City of Rancho Palos Verdes

6.         Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2008-___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

7.         Use of State Funding for Supplemental Police Services – CORE Police Team (Petru)
Recommendation: Approve the continued use of COPS (Citizen Option for Police Services) grant in FY08-09 to partially fund the CORE Police Team.

8.         Rancho Palos Verdes Coast Vision Plan (Mihranian)
Recommendation: ADOPT RESOLUTION NO. 2008-___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ADOPTING THE RANCHO PALOS VERDES COAST VISION PLAN THAT CREATES AN INFORMATIONAL PLANNING DOCUMENT PROVIDING GUIDELINES FOR FUTURE IMPROVEMENTS ALONG THE CITY’S COASTLINE IN TERMS OF PUBLIC ACCESS, INTERPRETIVE MATERIALS, AND RECREATIONAL AMENITIES, INCLUDING CONCEPTUAL DESIGN SCHEMES FOR THE FIVE KEY SITES.

9.         The Annenberg Foundation Public Education Facility and Site Improvements at Lower Point Vicente (Mihranian)
            Recommendation: Authorize the Annenberg Foundation to initiate the entitlement process for the proposed Lower Point Vicente improvements identified in the Vision Plan.

10.       Traffic Engineering Services Contract (Motahari)
            Recommendation: Award and authorize the Mayor to execute the contract in the amount not to exceed $164,000 for FY 08-09 with Willdan Engineering to provide Traffic Engineering services for the City of Rancho Palos Verdes.

11.       Special Joint Meeting of the City Council and Traffic Safety Commission (Bell)
            Recommendation: Cancel the proposed City Council/Traffic Safety Commission meeting for September 30, 2008 and provide direction to staff.

12.       Consideration of an Ordinance Amending Chapter 15.42 (Floodplain Management) of Title 15 of the Rancho Palos Verdes Municipal Code (Lynch)
Recommendation: 1) Read Ordinance No. ____U, "AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES AMENDING CHAPTER 15.42 (FLOODPLAIN MANAGEMENT) OF TITLE 15 OF THE RANCHO PALOS VERDES MUNICIPAL CODE" by title only, waive further reading, and adopt the urgency ordinance; and, 2) Read Ordinance No. ____, "AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES AMENDING CHAPTER 15.42 (FLOODPLAIN MANAGEMENT) OF TITLE 15 OF THE RANCHO PALOS VERDES MUNICIPAL CODE"  by title only, waive further reading, and introduce the ordinance.
