A.        Approval of the Minutes (Morreale)
            Recommendation:  Approve the minutes of the February 3, 2009 Regular Meeting.

B.        FY08-09 Redevelopment Agency Midyear Financial Report (Downs)
            Recommendation: Receive and file the attached midyear financial report, inclusive of the annual tax increment study in accordance with Resolution No. RDA 90-24.

C.        October 2008 Monthly Report of Cash Balances (McLean)
            Recommendation: Receive and file the October 2008 Monthly Report of Cash Balances for the Rancho Palos Verdes Redevelopment Agency.

D.        Register of Demands (McLean)
Recommendation:  ADOPT RESOLUTION NO. RDA 2009-___, A RESOLUTION OF THE RANCHO PALOS VERDES REDEVELOPMENT AGENCY, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

 

PUBLIC HEARING:

In connection with Public Hearing Item No. E, staff recommends that the Redevelopment Agency (RDA) Meeting be convened at the time that Item No. 8 on the City Council Agenda is being considered, so that the public hearings being held by the RDA and the City Council in connection with this matter can be held concurrently.

E.        Proposed Affordable Housing Complex (Case Nos. ZON2008-00649 and SUB2008-00008) on RDA Property Located at the NW Corner of Crestridge Road and Crenshaw Boulevard (Pfost)

Recommendation:  1) Receive a detailed presentation by Staff and AMCAL on the proposed project; 2) Hear testimony from the public; 3) Enter into an Agreement with AMCAL Multi-housing Inc., to provide financial assistance for certain predevelopment expenses, with the assignment of certain rights to the City; and, 4) Continue the public hearing to March 17, 2009, so the Council/ Agency can consider whether to enter into a Disposition and Development Agreement with AMCAL Multi-housing, Inc., which will establish the contractual responsibilities of the Developer and the City/Agency in connection with the development of this project.

PUBLIC COMMENTS:  For items NOT on the agenda.  Speakers are limited to three minutes.

ADJOURNMENT:  Adjourn to Tuesday, March 17, 2009, at 7:00 P.M. at Hesse Park for an Adjourned Regular Redevelopment Agency Meeting.
