1.         Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 

2.         Approval of the Minutes (Morreale)
Recommendation: Approve the Minutes of the May 18, 2010 Regular Meeting.

3.         Adoption of Ordinance No. 510 - Planning Case No. ZON2007-00377 (Code Amendment, Zone Change & Environmental Assessment): Residential Development Standards Steering Committee Code Amendment and Zone Change (Fox)
Recommendation: ADOPT ORDINANCE NO. 510, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, ADOPTING MISCELLANEOUS AMENDMENTS TO THE PROVISIONS OF TITLE 17 (ZONING) OF THE CITY’S MUNICIPAL CODE AND THE CITY’S ZONING MAP TO ENACT THE  RECOMMENDATIONS OF THE RESIDENTIAL DEVELOPMENT STANDARDS STEERING COMMITTEE.

4.         Adoption of Ordinance No. 511 - Amendment to Municipal Code Section 8.24.060 Making a Minor Amendment to the Regulations for the Storage of Trash Containers on Private Property (Peterson)
Recommendation: ADOPT ORDINANCE NO. 511, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, AMENDING CHAPTER 8.24.060(A)(2) OF TITLE 8 OF THE RANCHO PALOS VERDES MUNICIPAL CODE REGARDING THE STORAGE OF TRASH CONTAINERS ON PRIVATE PROPERTY.

5.         State of California Coastal Conservancy - Coastal Access Trails Grant (Mihranian)
Recommendation: Authorize City Staff, via minute order, to file as co-applicant with the Palos Verdes Peninsula Land Conservancy, a California Coastal Conservancy grant application for the construction of the City’s segment of the California Coastal Access Trail.

REGULAR NEW BUSINESS:

 (1 hr)                     6.         Benefits of Becoming a Charter City (Lynch/Dorsey/Klima)
Recommendation: (1) Receive and file this staff report; (2) Determine whether the City should initiate the process of drafting a charter and, if so, (3) Appoint a Council Subcommittee to lead the process of having the charter adopted by the City’s voters at a consolidated election that would be held on March 8, 2011.

Recommendation: Receive and file the report on options to finance a new Civic Center.

A point has been reached where, in the opinion of the City Council on the advice of its legal counsel, based on the below-described facts and circumstances, there is a significant exposure to litigation against the City:

Based on a threat of litigation received from Andrea Joannou on January 9, 2008 regarding 40 Cherry Hill in a meeting with City Manager Lehr, City Attorney Lynch and Director of Planning, Building and Code Enforcement Rojas; and based on a threat of litigation received in a letter from Douglas W. Beck, Esq. dated February 25, 2009.  A copy of the memorandum from the City Attorney documenting the threat of litigation and a copy of the letter from Douglas W. Beck, Esq. are on file in the City Clerk’s Office.
