1.         Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 

2.         Approval of the Minutes (Morreale)
Recommendation: Approve the Minutes of the June 1, 2010 and June 15, 2010 Regular Meetings.

3.         Five-Year Capital Improvement Plan (Singer)
Recommendation: Adopt and file the 2010 Five-Year Capital Improvement Plan.

4.         Border Issues Status Report (Fox)
Recommendation: Receive and file the current report on the status of Border Issues.

5.         Professional Services Agreement – Gerard J. Quinn & Associates (McLean)
Recommendation: 1) Approve the Amendment to Professional Services Agreement between the City and Gerard J. Quinn & Associates; and,
2) ADOPT RESOLUTION NO. 2010-____, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 98-99 TO ADD THE DIRECTOR OF FINANCE AND INFORMATION TECHNOLOGY AS AN ADDITIONAL AUTHORIZED AGENT TO EXECUTE AN APPLICATION FOR THE PURPOSE OF OBTAINING CERTAIN FEDERAL FINANCIAL ASSISTANCE UNDER P.L. 93-288 AS AMENDED AND/OR STATE FINANCIAL ASSISTANCE UNDER THE NATURAL DISASTER RELIEF ACT.
           
6.         Civic Center Facility Assessment (Petru)
Recommendation: Authorize staff to distribute a Request for Proposals (RFP) seeking professional services to develop probable costs to renovate City Hall facilities.
           
7.         Upgrade of Network Phone System (McLean)
Recommendation: Approve and authorize the City Manager to execute the  Professional Services Agreement with NexusIS regarding the upgrade of the City’s Cisco VOIP network phone system.

8.         May 2010 Monthly Report of Cash Balances (McLean)
Recommendation: Receive and file the May 2010 Monthly Report of Cash Balances for the City of Rancho Palos Verdes.

9.         Register of Demands (McLean)
Recommendation:  ADOPT RESOLUTION NO. 2010-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

PUBLIC HEARINGS:

(20 mins)    10.       Water Quality and Flood Protection Program – Annual User Fee Rate – FY10-11 (McLean)

Recommendation: 1) Receive, review and file the independent Water Quality and Flood Protection Program Annual Report, dated June 25, 2010, prepared by the Oversight Committee for the storm drain program; 2) Conduct a public hearing pursuant to Health and Safety Code Section 5473.2 and Section 3.44.40 of the Rancho Palos Verdes Municipal Code on July 6, 2010 on the Annual Report prepared by Harris & Associates, the Annual Report prepared by the Oversight Committee and information provided by Staff, and determine whether to collect the Storm Drain User Fee (the “Fee”) for FY10-11, and if so, the rate per Equivalent Residential Unit (“ERU”) for FY10-11; 3) At the conclusion of the Public Hearing determine the existence or absence of a majority protest; 4) In the absence of a majority protest, Staff recommends that the Council determine that the rate per ERU for FY10-11 shall be $90.72 as set forth in the Annual Report, ADOPT  RESOLUTION NO. ___; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, FINALLY ADOPTING A REPORT, AS FILED, IN CONNECTION WITH THE STORM DRAIN USER FEE ESTABLISHED PURSUANT TO CHAPTER 3.44 OF THE RANCHO PALOS VERDES MUNICIPAL CODE; DETERMINING THE AMOUNT OF SUCH FEE FOR FY10-11; AND ORDERING THAT SUCH FEE BE COLLECTED ON THE COUNTY OF LOS ANGELES TAX ROLL FOR FY10-11; and, 5) In the event of a majority protest, direct Staff to present to Council at a subsequent Council meeting a resolution determining the amount of the Storm Drain User Fee for FY10-11 and providing for an alternative method of collecting the Storm Drain User Fee for FY10-11.

Recommendation: 1) Receive and file this staff report; 2) Determine whether the City should initiate the process of drafting a charter and, if so, 3) Appoint a Council Subcommittee to lead the process of having the charter adopted by the City’s voters at a consolidated election that would be held on March 8, 2011.

Recommendation: Approve the Palos Verdes Drive East (PVDE) Priority Project Nos. 6 through 9 for inclusion into the City’s Capital Improvement Program – Unfunded Projects List, recognizing Priority Project Nos. 1 through 5 as being included in the upcoming PVDE Arterial Resurfacing Project scheduled for FY 11-12.

 (10 mins)   13.       FY 10-11 Los Angeles County Sheriff’s Contract (Petru)
Recommendation:  1) Authorize the Mayor to sign the FY 10-11 Services for the Peninsula Region (Rancho Palos Verdes, Rolling Hills and Rolling Hills Estates); and, 2) Authorize the City Manager to sign the FY 10-11 Rancho Palos Verdes Deployment Survey with the Los Angeles County Sheriff’s Department.
