A. Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title.
B. Approval of Minutes (Morreale)
Recommendation: Approve the Minutes of the December 19, 2011 Regular Meeting.
C. Notice of Completion – Via Canada Storm Drain PD-478 Inlet Improvements Project (Winje)
Recommendation: 1) Accept the work as complete and authorize the City Clerk to file a Notice of Completion with the County Recorder; 2) Authorize the Director of Public Works to release the 10% retention payment in the amount of $4,573.20 to HYM Engineering, Inc. 35 days after recordation of the Notice of Completion by the County Recorder, contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond; and,
3) Authorize staff to notice the surety company to exonerate the Payment and Performance bonds following release of retention.
D. Mayor’s Appointment of City Council Member to West Basin Water Association (Morreale)
Recommendation: Appoint Councilwoman Brooks to the position of delegate to the West Basin Water Association.
E. Agency Shop Agreement Between the City of Rancho Palos Verdes and the Rancho Palos Verdes Employees Association (Mausser)
Recommendation: ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, APPROVING AN AGENCY SHOP AGREEMENT BETWEEN THE CITY OF RANCHO PALOS VERDES EMPLOYEES ASSOCIATION AND THE CITY OF RANCHO PALOS VERDES AND PROVIDING FOR ITS IMPLEMENTATION.
F. Revision “ZZ” to the Trump National Golf Course Project – Proposed Hedge on Driving Range (Pfost) [Revised Staff Report]
Recommendation: 1) ADOPT RESOLUTION NO. 2012-03, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ADOPTING ADDENDUM NO. 1 TO A MITIGATED NEGATIVE DECLARATION FOR THE DRIVING RANGE; and, 2) ADOPT RESOLUTION NO. 2012-04, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CONDITIONALLY APPROVING REVISION “ZZ” TO THE TRUMP NATIONAL GOLF COURSE PROJECT ALLOWING A NEW ZEALAND CHRISTMAS TREE HEDGE RANGING IN HEIGHT FROM 6’ TALL TO 9’-8” TALL TO BE PLANTED AT THE WESTERN EDGE OF THE DRIVING RANGE.

Recommendation: 1) Identify and prioritize short and long-term goals and priorities identified at the January 3, 2012 workshop; 2) Consider taking action on Mayor Pro Tem Campbell’s items regarding a) Disclosure of Communications between City Manager and Council Members; and,
b) Confidential Employee Workplace Survey; and, 3) Provide further direction to staff as deemed appropriate by the City Council.

Recommendation: Provide feedback and direction to Staff regarding the hybrid Zero-Base Budget process, the impact of historical General Fund expenditure variances, resources available for the 2012 process, sample materials attached to this Staff Report, and the 2012 budget timeline.

This interview is to be held at RPV TV Ch 33 located at the City’s Television Studio at 30940 Hawthorne Blvd.
