EMERGENCY SEWER REPAIR PROJECT:

A.        Abalone Cove Sewer Pump Station Repairs (Dragoo)
Recommendation: Review and reconfirm by four/fifths (4/5) vote, the City Council’s previous action taken on February 21, 2012, authorizing staff to continue with the actions taken to perform emergency repairs to the Abalone Cove Sewer Pump Station located within the Abalone Cove Shoreline Park.

B.        Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 

C.        Approval of Minutes (Morreale)
Recommendation: Approve the Minutes of the April 3, 2012 Regular Meeting and, April 17, 2012 Adjourned Regular Meeting (Interviews).

D.        Award Contract for the FY2011-12 Annual Sidewalk Repair Program (Supports 2012 City Council Goal No. 4 – Public Infrastructure – Citywide Street Maintenance) (Murphy)
Recommendation: Approve the construction plans and project specifications for the FY 2011-2012 Annual Sidewalk Repair Program; award a construction contract to Mora’s Equipment and Construction, Inc. in the amount of $77,475 for the project; award a professional services contract in the amount of $21,600 to Charles Abbott Associates, Inc. for project inspection and oversight; authorize Staff to utilize an additional 10% ($9,907.50) for project contingency; and, authorize the Mayor and City Clerk to execute the agreements.

E.        March 2012 Monthly Report of Cash Balances (McLean)
Recommendation: Receive and file the March 2012 Monthly Report of Cash Balances for the City of Rancho Palos Verdes.

F.         Notice of Completion for the Miraleste Plaza CDBG ADA Compliant Ramps Project (Jules)
Recommendation: 1) Accept the work as complete; 2) Authorize the City Clerk to file a Notice of Completion with the L.A. County Registrar Recorder Office and if no claims are filed within 35 days after recordation, and upon the contractor posting an acceptable warranty bond, notice the surety company to exonerate the Payment bond; and, 3) Authorize the Director of Public Works to release the 10% retention payment in the amount of $5,660 to CJ Concrete Construction, Inc. 35 days after recordation of the Notice of Completion by the L.A. County Recorder, contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond.

G.        Award Contracts for Construction Inspection and GPS Mapping of 2012 Storm Drain Lining Project (Supports 2012 City Council Goal No. 4 Public Infrastructure) (Winje)
Recommendation: 1) Authorize the Mayor and City Clerk to execute a professional services agreement to CBM Consulting, Inc. in an amount not to exceed $56,560 for inspection services, and authorize a contingency of $10,040 for a total inspection authorization of $66,600; and, 2) Authorize the Mayor and City Clerk to execute a professional services agreement to John M. Cruikshank Consultants, Inc. in an amount not to exceed $24,778 for GPS mapping and documentation services, and authorize a contingency of $5,022 for a total mapping and documentation authorization of $29,800.

H.        Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

I.          Award Construction and Construction Management/Inspection Services Contracts for the Vista Grande CDBG Access Ramps – ADA Compliance Project (Supports 2012 City Council Goal No. 4 – Public Infrastructure – Citywide Street Maintenance) (Jules)
Recommendation: 1) Approve the construction plans and contract documents, on file in the Department of Public Works, for the Vista Grande CDBG Access Ramps- ADA Compliance Project; 2) Award a construction contract to Mora’s Equipment & Construction, Inc. in the amount of $33,770 for the project; 3) Award a professional services contract to Merit Civil Engineering in the amount of $9,983 for project construction management and inspection services; 4) Authorize staff to utilize an additional 10% ($4,375.30) for contingency; and, 5) Authorize the Mayor and City Clerk to execute the agreements.

J.         Contract for On-Call Biological and Arboricultural Consulting Services with URS (In Support of 2012 City Council Goal to Review Existing Contracts/Consultants) (Harwell)
Recommendation: Authorize the Mayor and City Clerk to execute a professional service agreement with URS Corporation Americas to provide on-call biological and arboricultural consulting services on an as-needed basis to the City through June 30, 2013.

Recommendation: Continue the Public Hearing to the May 29, 2012 Adjourned Regular City Council Meeting.  

REGULAR NEW BUSINESS:

(30 mins)  2.         Dog Park Project (Howe)
Recommendation: 1) Reconfirm the City’s support for an off-leash dog park at the former Palos Verdes Landfill site by authorizing the Mayor to sign a letter to Los Angeles County Supervisor Knabe and the Los Angeles County Sanitation Districts; 2) Encourage the Cities of Rolling Hills Estates and Palos Verdes Estates to send similar letters reconfirming their support of a regional off-leash dog park at the site; and, 3) Direct staff to provide additional information regarding one or more City-sponsored special events in FY12-13 for the dog-owner community.

(10 mins)              3.         Ordinance Providing a Film Permit Exemption for Small Group Commercial Photography and Videography on City Property (Supports 2012 City Council Goal in “Support of Local Businesses”) (Fox)
Recommendation: INTRODUCE ORDINANCE NO. ___, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, PROVIDING A FILM PERMIT EXEMPTION FOR SMALL GROUP COMMERCIAL PHOTOGRAPHY AND VIDEOGRAPHY ON CITY PROPERTY, AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE.

 (15 mins)  4.        Proposal to Create a New Review Process to Allow Hedges Above 42” in Height within the Front Yard Setback (ZON2010-00293) (Kim)
Recommendation: Receive a status update and provide direction to Staff and the Planning Commission on whether to continue to pursue a code amendment that would allow hedges above 42” in height within the front yard setback through a discretionary review process.

(30 mins)  5.         Rules of Procedure & City Council and Commission/Committee Protocol (Lehr)
Recommendation: 1) Direct that the Subcommittee offer to meet with the Planning Commission at its May 8th meeting or, alternatively, receive written testimony from the Planning Commission.  The Subcommittee invites further commentary from members of other Committees and Commissions;  2) Receive proposed revisions to the Rules of Procedure and City Council and Commission/Committee Protocol submitted by Councilman Knight, Councilman Duhovic, Mayor Pro Tem Campbell and other members of the public.; and, 3) Schedule a stand alone workshop for Tuesday, May 29th, as a date to render a final decision on this treatment of the Proposed Rules and Protocol.  Establish a deadline of Friday, May 11th, 2012 for all written commentary on this agenda item.  This deadline will offer the Subcommittee enough time to convene and to consider all commentary in order to forward a recommendation to the full Council on May 29th.

(20 mins)  6.         Resolution Amending the City’s Travel and Expense Policies for Elected and Appointed Officials so that all of the City’s Policies are Consistent and are Set Forth in One Resolution (Lynch)
Recommendation: 1) ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING AND RESTATING ITS EXPENSE REIMBURSEMENT AND USE OF PUBLIC RESOURCES POLICY; 2) Authorize Additional Expense Reimbursements for Councilwoman Brooks and Mayor Pro Tem Campbell; and, 3) Authorize a Monthly Salary for Planning Commissioners in the amount of $135 to cover their cost of conducting site visits on properties within the City.

Recommendation: Consider authorizing a Performance Audit of City Staff workload, productivity and resources, in accordance with approved 2012 City Council Goals and Priorities.
