No action shall be taken during any Study Session unless the agenda so provides.

Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 

B.    Approval of Minutes (Morreale)
Recommendation: Approve the Minutes of the September 10, 2012 Adjourned Regular Meeting and the September 18, 2012 Regular Meeting.

C.    Award Contract - Miraleste Canyon Storm Drain Structural Lining Project (Supports 2012 City Council Goal No. 4 Public Infrastructure) (Winje)
Recommendation: Authorize the Mayor and City Clerk to execute a sole source construction agreement to Sancon Engineering, Inc. in an amount of $354,258; and, authorize a construction contingency of $35,000 (~10%) for a total construction authorization of $389,258.

D.    Acceptance of Public Trail Easement (Salvation Army – 30840 Hawthorne Blvd.) (Supports 2012 City Council Goal – City Trail Systems Enhancement) (Kim)
Recommendation: ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AUTHORIZING THE CITY MANAGER OR COMMUNITY DEVELOPMENT DIRECTOR TO EXECUTE AN EASEMENT AGREEMENT DEDICATING TO THE CITY A PUBLIC ACCESS AND RECREATION EASEMENT OVER A PORTION OF THE PROPERTY OWNED BY THE SALVATION ARMY LOCATED AT 30840 HAWTHORNE BLVD.

E.    Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

F.    2012 Information Technology (IT) Upgrade – Replacement of Desktop Computers (McLean)
Recommendation: 1) Authorize the expenditure of up to $80,000 to be spent from the FY12-13 appropriation in the Computers program of the Equipment Replacement Fund for the replacement of about 65 desktop computers as a part of the IT Infrastructure Plan (the “2012 IT Upgrade”); and, 2) Receive and file the update regarding the 2012 IT Upgrade.

G.    Memorandum to City Commissions and Committees (Lynch)
Recommendation: Approve the content of the memorandum and direct that it be sent to all City Commissions and Committees.

(30 mins) 1.         Code Amendment to Establish a Procedure for Allowing Hedges Over 42” in Height within the Front Yard Setback of Private Residential Properties and to Simplify the Existing Intersection Visibility Triangle Review Process (ZON2010-00293) (Kim)
Recommendation: INTRODUCE ORDINANCE NO. ___, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, THEREBY AMENDING CHAPTERS 17.48.070 (INTERSECTION VISIBILITY TRIANGLE) AND 17.76.030 (FENCES, WALLS AND HEDGES) OF TITLE 17 (ZONING) OF THE CITY’S MUNICIPAL CODE TO ESTABLISH A NEW DISCRETIONARY PERMIT PROCESS TO ALLOW HEDGES ABOVE 42” IN HEIGHT WITHIN THE FRONT YARD SETBACK OF PRIVATE RESIDENTIAL PROPERTIES AND TO SIMPLIFY THE REVIEW PROCESS TO ALLOW IMPROVEMENTS WITHIN THE INTERSECTION VISIBILITY TRIANGLE AREA.

REGULAR BUSINESS:

(30 mins) 2.         San Ramon Canyon Stabilization Project – Financing Plan (Supports City Council 2012 Goal for Public Infrastructure) (Downs)
Recommendation: 1) Approve the proposed agreement with Magis Advisors to provide financial advisor services to prepare the financing plan and oversee the sale of debt securities for the San Ramon Canyon Stabilization project, and authorize the City Manager to execute related agreements using fee Option 3 for a maximum commitment of $40,000, which may be applied to the San Ramon Financing Plan or to other projects and services; and, 2) Determine whether the City is conceptually willing (not an obligation) to: a) Enter into a lease arrangement to provide financing; b) Use a City asset other than the storm drain improvements to be leased by the City; and,
c) Use the General Fund as a resource to make the lease payments.

(90 mins) 3.         Rancho LPG Butane Storage Facility in San Pedro (Fox)
Recommendation:  Consider options for responding to community concerns regarding the Rancho LPG butane storage facility at 2110 North Gaffey Street in San Pedro, and provide direction to Staff as deemed appropriate.
