Recommendation: Approve the Minutes of the November 7, 2012 Regular Meeting and the November 12, 2012 Adjourned Regular Meeting.

C. Border Issues Status Report (Fox)
Recommendation: Receive and file the current report on the status of Border Issues.

D. Adoption of Ordinance No. 542 – Correction to the City’s Official Digitized Zoning Map (Harwell)
Recommendation: ADOPT ORDINANCE NO. 542, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, TO REVISE THE CITY’S OFFICIAL DIGITIZED ZONING MAP OF THE CITY OF RANCHO PALOS VERDES TO CORRECT AN ERRONEOUS ZONING DISTRICT BOUNDARY LINE.

E. October 2012 Monthly Report of Cash Balances (McLean)
Recommendation: Receive and file the October 2012 Monthly Report of Cash Balances for the City of Rancho Palos Verdes.

F. Metro Call for Projects Application for Traffic Improvements at the Intersection of Crenshaw Blvd. and Crest Road (Jules)
Recommendation: Authorize staff to submit a Metro Call for Projects Application for traffic improvements at the intersection of Crenshaw Blvd. and Crest Road.

G. Letter of Support for Rolling Hills Estates Councilwoman Judy Mitchell (Waters)
Recommendation: Authorize the Mayor to sign a letter of support for Judy Mitchell’s appointment as the South Coast Air Quality Management District’s (SCAQMD) representative to the California Air Resources Board (CARB).

H. Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2012-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

I. Professional Services Agreement with Sean M. Robinson for Human Resources Management Services (Lehr)
Recommendation: Authorize the Mayor and City Clerk to sign the Employment Agreement with Sean M. Robinson with a term through the end of fiscal year, June 30, 2013.

J. Professional Services Agreement with Leslie M. Jones II for Public Works Department Management Services (Lehr)
Recommendation: Authorize the Mayor and City Clerk to sign the Retired Annuitant Employment Agreement with Leslie M. Jones II with a term for up to one year of service, or the date a new Public Works Director assumes the duties of the job - whichever occurs first.

(30 mins) 3. Agricultural Use at Upper Point Vicente (Fox)

Recommendation:  1) Provide Staff with direction whether to pursue a “conversion” process to replace the ±5.5-acre portion of the City’s Point Vicente Park/Civic Center property (Upper Point Vicente) currently leased as a commercial farm with another property that is suitable for public park and recreation use, thereby allowing the farming operation to continue at Upper Point Vicente; and, 2) if the City Council is interested in pursuing a conversion, provide Staff with direction on the desired form of the future agricultural use at Upper Point Vicente.
