C. Adoption of Ordinance No. 544 – Massage Establishments and Technicians (Lynch)
Recommendation: ADOPT ORDINANCE NO. 544, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE REGARDING THE REGULATION OF MASSAGE ESTABLISHMENTS AND TECHNICIANS.
D. December 2012 Monthly Report of Cash Balances (McLean)
Recommendation: Receive and file the December 2012 Monthly Report of Cash Balances for the City of Rancho Palos Verdes.
E. Gifts for Parks (Howe)
Recommendation: Accept Gifts for Parks donations and direct staff to prepare donor letters of appreciation for the Mayor’s signature.
F. Median Maintenance Budget Adjustment FY 12-13 (Jones)
Recommendation: 1) Reaffirm the budgeted median maintenance expenditure for FY12-13, which will result in a revised estimated June 30, 2013 ending fund balance of $86,640 in the Beautification Recycling fund; and, 2) ADOPT RESOLUTION 2013-___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION 2012-43, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2012-13, FOR A BUDGET ADJUSTMENT TO THE CITY’S BEAUTIFICATION RECYCLING FUND.
G. Approve Agreements with ICMA-RC as the Replacement Plan Administrator of the Existing Retirement Health Savings Plan (McLean)
Recommendation: 1) Authorize the Mayor to sign the attached Adoption Agreement, Trust Agreement and Administrative Services Agreement between the City and ICMA-RC, the proposed replacement plan administrator of the existing retirement health savings plan; and 2) ADOPT RESOLUTION NO. 2013-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING A RETIREE HEALTH SAVINGS PLAN AND 115 TRUST.

Recommendation: 1) Confirm that staff has complied with Council’s direction to hold personnel recruitments in abeyance until revision to the City’s contract with CalPERS for a second tier pension plan was completed; and 2) Having implemented the 2nd Tier pension revision as well as the State’s AB 340 pension reform, Council to receive and file the list of staff recruitments to be initiated immediately in a prioritized manner.
