Recommendation:  Approve staff’s recommendation to select Bank of the West for the City’s banking services and direct Staff to begin contract negotiations.

(60 mins)  2. San Ramon Canyon Project - Funding Options (Supports City Council 2013 Goal for Public Ifrastructure) (McLean/Jones/Schaefer)
Recommendation: 1) Receive and file the presentation (provided separately) by the City’s Financial Advisor regarding funding options, including debt financing for the San Ramon Canyon Project; and, 2) Defer any decision whether or not to use debt financing for the San Ramon Canyon Project until more information is available about the condition of the City’s infrastructure based upon the completion of the Infrastructure Report Card in early 2014.

Recommendation: 1) Review the draft budget document; and, 2) Provide direction to Staff regarding any changes to the draft document.

Recommendation: Review the draft 2013 Five-Year Financial Model (“2013 Model”) and provide direction to Staff.

(60 mins) 5. Draft 2013 Five-Year Capital Improvement Plan (Supports 2013 City Council Goals of Public Infrastructure & Government Efficiency, Fiscal Control, and Transparency) (Downs/Mills)
Recommendation: 1) Review the draft Five-Year Capital Improvement Plan (CIP) and provide direction to Staff; and, 2) Approve Staff’s recommendation for projects to be included in the draft FY13-14 budget.

(30 mins)  6. Palos Verdes Peninsula Land Conservancy’s Volunteer Trail Watch Program (Mihranian/Howe)
Recommendation:  Approve the City’s participation in the Palos Verdes Peninsula Land Conservancy’s (PVPLC) Volunteer Trail Watch Program.
