A. Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title.
B. Approval of Minutes (Morreale)
Recommendation: Approve the Minutes of the October 1, 2013 Regular Council Meeting, October 5, 2013 Adjourned Regular Meeting, and October 15, 2013 Regular Meeting.
C. Appointment of Board Members to the Ridgecrest Ranchos Recreation and Park District (Morreale)
Recommendation: Appoint Jim Hathaway, John Polen, and Arnold Serkin, each to a full four-year term of office, to the Ridgecrest Ranchos Recreation and Park District Board until December 1, 2017.
D. Appointment of Board Members to the Miraleste Recreation and Park District (Morreale)
Recommendation: Appoint Peter Glusac and David Feldman, each for a four-year term of office, to the Miraleste Recreation and Park District Board until December 1, 2017.
E. Budget Adjustment for Payment of Property Taxes and “Due Diligence” Review to Accept the Donation of Vacant Property in the Cherry Hill Lane Area (Fox)
Recommendation: Authorize the City Manager to accept the donation of a vacant property in the Cherry Hill Lane area (Assessor’s Parcel NO. 7572-004-002), subject to verification of an acceptable title and condition of the property; and, ADOPT RESOLUTION NO. 2013-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 2013-43, THE BUDGET APPROPRIATION FOR FY 2013-14, TO PAY FOR THE COST OF THE CURRENT PROPERTY TAXES AND “DUE DILIGENCE” REVIEW FOR VACANT PROPERTY TO BE DONATED TO THE CITY FROM THE CITY’S GENERAL FUND.
F. September 2013 Monthly Report of Cash Balances (McLean)
Recommendation: Receive and file the September 2013 Monthly Report of Cash Balances for the City of Rancho Palos Verdes.
G. Agreement Regarding the 2013 Palos Verdes Half-Marathon (Harwell)
Recommendation: Authorize the Mayor and the City Clerk to sign the agreement between the City and the Kiwanis Club of Rolling Hills Estates for the staging of the 2013 Palos Verdes Half Marathon and 5K event on Saturday, November 16, 2013, and authorize the City Manager to sign any future agreements related to the Palos Verdes Half Marathon event.
H. Grant Agreement with the State Wildlife Conservation Board (WCB) for Funds Related to the Purchase of Real Property in Malaga Canyon for the Purpose of Open Space Conservation (Rojas)
Recommendation: ADOPT CITY COUNCIL RESOLUTIONS NO. 2013-__ AND 2013-__, AUTHORIZING THE EXECUTION OF GRANT AGREEMENTS BETWEEN THE CITY AND THE WILDLIFE CONSERVATION BOARD (WCB) AND AGREEING TO ALL OF THE AGREEMENT’S TERMS AND CONDITIONS RELATED TO WCB’S GRANTS TOTALING $1, 114,500 FOR THE ACQUISITION OF APPROXIMATELY 58 ACRES OF REAL PROPERTY IN MALAGA CANYON.

Recommendation: ADOPT RESOLUTION NO. 2013-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
(20 mins) 1. Memorandum of Understanding with the Palos Verdes Peninsula Unified School District for the Use of Pool and Gymnasium Facilities (Fox)
Recommendation: Authorize the City Manager to sign the Memorandum of Understanding (MOU) with the Palos Verdes Peninsula Unified School District (PVPUSD) for the use of recreational facilities at Palos Verdes Peninsula High School (PVPHS) and Miraleste Intermediate School (MIS).
(10 mins) 2. Introduction of Ordinance – Code Amendment regarding the Term of Office and Term Limits for Planning Commissioners (Morreale)
Recommendation: 1) Modify the term of office for the Planning Commissioners from two years to four years; 2) Add a term limit on the number of consecutive terms of office that a person may serve as a member of the Planning Commission; and, 3) INTRODUCE ORDINANCE NO. ___, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, AMENDING SECTION 2.20.020 OF THE RANCHO PALOS VERDES MUNICIPAL CODE REGARDING THE TERM OF OFFICE OF PLANNING COMMISSIONERS AND ADDING SECTION 2.20.080 TO THE RANCHO PALOS VERDES MUNICIPAL CODE IMPOSING A LIMIT ON THE NUMBER OF CONSECUTIVE TERMS (NO LIFETIME BAN) THAT A PERSON MAY SERVE AS A PLANNING COMMISSIONER.
(15 mins) 3. Introduction of Ordinance Adopting New State Building Codes and Fire Code (Christman)
Recommendation: 1) INTRODUCE ORDINANCE NO.___, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES ADOPTING BY REFERENCE THE 2013 EDITION OF THE CALIFORNIA BUILDING, RESIDENTIAL, GREEN BUILDING STANDARDS, PLUMBING, ELECTRICAL, MECHANICAL AND FIRE CODES, WHICH ARE CODIFIED IN TITLE 24 OF THE CALIFORNIA CODE OF REGULATIONS; CHAPTER 7A OF TITLE 26 OF THE LOS ANGELES COUNTY CODE. THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS 1997 EDITION; THE UNIFORM HOUSING CODE 1997 EDITION; AND THE INTERNATIONAL PROPERTY MAINTENANCE CODE, 2012 EDITION, WITH APPENDICES AND AMENDMENTS THERETO, AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE; and, 2) Affirm staff’s interpretation that the installation of natural gas earthquake shut-off valves is a form of “Earthquake Retrofitting” and therefore qualifies for a 75% permit fee subsidy under the provisions of current fee Resolution No. 2009-19; and, 3) Initiate a development code amendment to increase the allowable height of freestanding wall/fences from 6 feet to 7 feet in order to be consistent with the new State Building Code.
