Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title.

B. Approval of Minutes (Morreale)
Recommendation: Approve the Minutes of the April 1, 2014 Regular Meeting.

C. Palos Verdes Drive South (PVDS) Roadway Realignment - East End/Gateway Park Parking Lot Informational Report (Dragoo)
Recommendation: Receive and file.

D. July 4th Celebration Contract Approval (Linder/Silver)
Recommendation: Approve the agreement with Bell Event Services to continue to produce the City’s annual July 4th Independence Day Celebration special events for a period of five (5) years (April 22, 2014 to October 22, 2018) .

E. Professional Services Agreement for City Manager Recruitment (Robinson)
Recommendation: 1) Authorize the Mayor and City Clerk to execute the professional services agreement with Bob Murray & Associates; and, 2) Disband the City Manager Recruitment Firm Selection Ad Hoc Subcommittee.

(30 mins) 1. Proposed Open Public Employee Negotiations (“OPEN”) Ordinance (Lynch)
Recommendation: INTRODUCE ORDINANCE NO. ___, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, ADDING NEW CHAPTER 2.48 TO TITLE 2 OF THE RANCHO PALOS VERDES MUNICIPAL CODE REGARDING OPENNESS IN NEGOTIATIONS AND THE PROCEDURE FOR ADOPTING OR AMENDING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND AN EXCLUSIVELY RECOGNIZED EMPLOYEE ORGANIZATION.

Recommendation: 1) Conduct the Hybrid Zero-Based Budgeting “Menu” exercise; and, 2) Provide additional direction to Staff for preparation of the draft FY14-15 Budget.

Recommendation: Receive and file the update on the status of implementing the recommendations of the Matrix Report; and provide direction to Staff for further action as appropriate.

A point has been reached where, in the opinion of the legislative body of the local agency on the advice of its legal counsel, based on existing facts and circumstances, there is a significant exposure to litigation against the local agency, based on a threat of litigation from Mr. Michael Lightman made to Community Development Director Joel Rojas on March 31, 2014. A copy of an email from Mr. Rojas memorializing the threat of litigation is on file in the City Clerk’s office.
