A.        Motion to Waive Full Reading
Recommendation:  Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 

B.        Approval of Minutes (Morreale)
Recommendation:  Approve the Minutes of the May 20, 2014 Regular Meeting; June 19, 2014 Special Meeting; and July 4, 2014 Special Meeting.

C.        League of California Cities 2014 Annual Conference Resolutions (Fox)
Recommendation:  Authorize the City Council’s Voting Delegate to support the adoption of League of California Cities General Assembly Resolution No. 1 (Illegal Marijuana Grow Site).

D.        Classification and Compensation Study - Professional Services Agreement - Koff and Associates (Robinson)
Recommendation: Authorize the Mayor and City Clerk to execute the professional services agreement with Koff & Associates to conduct the Citywide Classification and Compensation Study for an amount not to exceed $44,688.

E.        Award Contract to Joe’s Sweeping, Inc. for Street Sweeping Services (Supports 2014 City Council Goal No. 4: Government Efficiency, Accountability, Fiscal Control, Transparency and Oversight) (Ortiz)
Recommendation:  1) Approve the agreement for Joe’s Sweeping, Inc., (dba Nationwide Environmental Services) for street sweeping services effective July 30, 2014 through June 30, 2015, for an amount not-to-exceed $239,120; and,
2) Authorize the Mayor and City Clerk to execute the agreement with Joe’s Sweeping, Inc. for street sweeping services for FY 14-15.

F.         Professional Services Agreement with NexLevel for Services regarding Forthcoming Request for Proposal for Information Technology Services (Supports 2014 City Council Goal No. 4, Government Efficiency, Accountability, Fiscal Control, Transparency and Oversight) (Landon)
Recommendation:  Approve the Professional Services Agreement with NexLevel Information Technology, Inc. (“NexLevel”) for advisory services, including the preparation of technical documentation of the City’s Information Technology System (“City Systems”) and the Request for Proposal documents to conduct a competitive bid process for Information Technology (“IT”) services for an amount not to exceed $40,000.

G.        Authorization to Preserve the Rights to the Website Domain Name RPVCA.GOV (Landon)
Recommendation:  Authorize the Mayor to sign the “.GOV Domain Registration Request”, a form letter as provided to the City from the General Services Administration (GSA) to preserve the City’s rights to the second level domain name “RPVCA.GOV”.

(5 mins)      1.         Adoption of Ordinance No. 557- Adopting by Reference Title 10, Animals, of the Los Angeles County Code [Continued from July 15, 2014] (Lynch)
Recommendation: ADOPT ORDINANCE NO. 557, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, ADOPTING BY REFERENCE TITLE 10, ANIMALS, OF THE LOS ANGELES COUNTY CODE, AMENDING CERTAIN SECTIONS THEREOF AND AMENDING CHAPTER 6.04 OF THE RANCHO PALOS VERDES MUNICIPAL CODE. 

REGULAR BUSINESS:

   (5 mins)    2.         West Vector Control District Update Report (Oral Report) (Sala)
Recommendation:  Receive an update on the West Vector Control District from the City’s representative, Elizabeth Sala.

  (5 mins)   3.         Local Coastal Plan Amendment Initiation Request (Mihranian) 
Recommendation:  Direct Staff to initiate an amendment to the City’s Local Coastal Plan to allow flag poles to exceed 16-feet in height as a visual corridor landmark on property owned or dedicated to the City in the City’s Coastal Zone.

 (10 mins) 4.         City Manager Recruitment – Bulletin Approval (Robinson)
Recommendation:  1) Approve the final City Manager Recruitment bulletin prepared by Bob Murray & Associates; and, 2) Authorize Mr. Murray to open the recruitment process and circulate the bulletin.

  (90 mins)  5.         Point Vicente Park Skate Park Feasibility (Linder)
Recommendation:  Direct staff to: 1) Complete the Parks Master Plan Update;
2) Initiate an update of the Coast Vision Plan; and, 3) Include Skatepark PV’s proposal for a skate park at Point Vicente Park as part of these efforts.

(30 mins)  6.         Ordinance Reducing the Utility User Tax Rate from 3% to 2.75% and Modernizing
the City’s Utility User Tax and Emergency Resolution Authorizing the City Council to Call an Election on November 4, 2014 to Request the Voters to Approve the Ordinance (Lynch)
Recommendation: 1) ADOPT RESOLUTION NO. 2014-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, UNANIMOUSLY DECLARING AN EMERGENCY IN CONNECTION WITH THE PLACEMENT OF A MEASURE THAT DECREASES THE RATE OF THE CITY’S UTILITY USER TAX FROM 3% TO 2.75% AND MODERNIZES THE TAX ON THE BALLOT FOR A SPECIAL MUNICIPAL ELECTION TO BE CONSOLIDATED WITH THE NOVEMBER 4, 2014 ELECTION; and, 2) INTRODUCE ORDINANCE NO. ___, AN ORDINANCE OF THE PEOPLE OF THE CITY OF RANCHO PALOS VERDES, REDUCING THE RATE OF THE CITY’S UTILITY USER TAX FROM 3% TO 2.75% AND MODERNIZING THE CITY’S UTILITY USER TAX.

Recommendation: 1) ADOPT RESOLUTION NO. 2014-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, CALLING A SPECIAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 4, 2014, AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES FOR SUBMISSION TO THE VOTERS A QUESTION RELATING TO A REDUCTION AND MODERNIZATION OF THE CITY’S EXISTING 3% UTILITY USER TAX RATE; 2) ADOPT RESOLUTION NO. 2014-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 4, 2014 WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THAT DATE PURSUANT TO SECTION 10403 OF THE ELECTIONS CODE; 3) ADOPT RESOLUTION NO. 2014-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, SETTING PRIORITIES FOR FILING A WRITTEN ARGUMENT REGARDING A CITY MEASURE AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS; 4) ADOPT RESOLUTION NO. 2014-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, PROVIDING FOR THE FILING OF REBUTTAL ARGUMENTS FOR A CITY MEASURE SUBMITTED AT THE NOVEMBER 4, 2014 SPECIAL MUNICIPAL ELECTION; 5) ADOPT RESOLUTION NO. 2014-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 2014-41, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2014-2015, FOR A BUDGET ADJUSTMENT TO THE CITY’S GENERAL FUND TO PAY FOR THE COST OF THE NOVEMBER 4, 2014 SPECIAL MUNICIPAL ELECTION; and, 6) Determine if the City should request a specific letter designation for the City ballot measure; and if so, a) Select a first choice, as well as two alternate choices in order of preference; and b) Select the letter(s) designations that the jurisdiction does not want selected for its measure, in the event the 1st, 2nd or 3rd choice is not available.
