Recommendation:  1) Approve the request by the Peninsula Education Foundation for placement of banners on street light poles on Silver Spur Road between Hawthorne Boulevard and Drybank Drive; and, 2) Authorize the Public Works Department to issue a no-fee encroachment permit for these banners, upon the Permittee meeting all other requirements for an encroachment permit.
