APPROVAL OF CONSENT CALENDAR:
1. Motion to Waive Full Reading
Action Taken: Adopted a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title.
2. Approval of the Minutes (Petru)
Action Taken: Approved the minutes of January 8, 2007.
3. Border Issues Status Report (Fox)
Action Taken: Reviewed the current status of border issues.
4. Request for Waiver of the Penalty Fees Related to an After-the-Fact Variance and Coastal Permit to Legalize a Non-Permitted Wall (Planning Case No. ZON2007-00012) (Fox)
Action Taken: 1) Granted the requested waiver of the penalty fees in the amount of $1,482.00; and, 2) Directed staff to bring back a Code Amendment to allow the waiver of duplicate penalty fees related to the same project.
5. Approval of Membership for the City of San Gabriel in California JPIA (Petru)
Action Taken: Authorized the Mayor, as the City Council’s delegate to the California Joint Powers Insurance Agency, to vote in favor of the City of San Gabriel being accepted as a new member.
6. July 4th Independence Day Celebration Contractor (Rosenfeld)
Action Taken: Approved Bell Event Services as the production management company for the City’s annual July 4th Independence Day Celebration for a period of two years, and authorized the Mayor and City Clerk to execute the agreement.
7. Tarapaca Landslide Status Update (Dragoo)
Action Taken: 1) Received a status update on the Tarapaca Landslide/25th Street Project; and, 2) Appointed a City Council subcommittee consisting of Councilman Wolowicz and Councilman Clark to meet with Los Angeles County Supervisor Knabe and Los Angeles Councilwoman Janice Hahn at the earliest opportunity to facilitate moving the project forward.
8. Soil Cracks Investigation at San Ramon Stabilized Slope (Bell)
Action Taken: Awarded and authorized the Mayor to execute contracts in the amount not to exceed a total of $10,000 with AMEC Earth & Environmental and an independent third party geotechnical firm to conduct a geotechnical investigation regarding the soil cracks that have appeared at the top of the stabilized San Ramon slope.
9. September 2006 Treasurer’s Report (McLean)
Action Taken: Received and filed the September 2006 Treasurer’s Report for the City of Rancho Palos Verdes.

Action Taken: Received and filed the October 2006 Treasurer’s Report for the City of Rancho Palos Verdes.
11. November 2006 Treasurer’s Report (McLean)

Action Taken: ADOPTED RESOLUTION NO. 2007-10, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

13. Revision to Planning Case No. ZON2004-00087 (Height Variation): Request to Modify a City Council Approved Project by Adding 38 Square Feet to the First and Second Floor, Change the Overall Architectural Design, and Alter the Garage Roof Design (Kim)
Action Taken: Approved the proposed modification in concept and directed staff to bring back a revised resolution for adoption at a future meeting.
14. Revision “DD” to the Trump National Golf Course Project – Extension of the Opening of the Golf Course and Driving Range [Continued from January 16, 2007] (Pfost)
Action Taken: 1) ADOPTED RESOLUTION NO. 2007-11, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING ADDENDUM NO. 24 TO ENVIRONMENTAL IMPACT REPORT NO. 36; and 2) ADOPTED RESOLUTION NO. 2007-12, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING GRADING PERMIT NO. 1541 TO ALLOW AN ADDITIONAL 2-MONTH EXTENSION TO THE OPERATION OF THE GOLF COURSE AND DRIVING RANGE.
15. Proposed Putting Green in Founders Park – Revision “DD” to the Trump National Golf Club Project [Continued from January 16, 2007] (Pfost)
Action Taken: Accepted the Applicant’s request to withdraw this item.
16. Revision “BB” to the Trump National Golf Course - Request to Permit an “After-The-Fact” 70' Tall Flag Pole Located at the Back Tee of Hole #1 [Continued from January 16, 2007] (Pfost)
Action Taken: 1) Provided direction to Staff and the Applicant on a solution to allow the flag pole to remain in conjunction with a publicly accessible viewing area; and 2) Continued the item to March 20, 2007 to allow Staff and the Applicant time to prepare any necessary agreements and access easements and a Resolution approving the appeal.

17. Consider a Ban of On-Street Parking of All Vehicles (Dragoo)
Action Taken: Directed that the issue on-street parking of non-oversized vehicles be returned to the Traffic Safety Commission to determine if a problem exists; if so, to define the scope of the problem; and identify possible solutions. The Traffic Safety Commission was further directed to prioritize the timing of this review based on its current workload.
18. Consider Obtaining Bid Proposals for Videostreaming and Permanent Archival of Digital Videostream Files (McLean)
Action Taken: Received and filed.
19. Consideration of an Ordinance of the City of Rancho Palos Verdes Regulating Solicitation within the City (Lynch)
Action Taken: Continued this item to a meeting in March 2007 and directed staff to bring back additional information.
20. City Council Succession Appointments (Park)
Action Taken: 1) Agreed to establish succession appointments; 2) Each Council member to either provide staff with a list of appointees or decline to name any appointees; and 3) Directed staff to bring back a revised resolution for Council’s consideration at a future meeting.
21. Channel 33 Governance (Bussey)
Action Taken: Assigned the general management and oversight responsibilities for Channel 33 to the City Manager’s Office.
22. Council Meeting Schedule (Petru)
Action Taken: 1) Selected Saturday, February 24, 2007 at 9:00 AM at PVIC for a Tactical Planning Workshop; 2) Selected Saturday, March 24, 2007 at 9:00 AM at Hesse Park for a Budget Policy Issues Workshop; 3) Selected Saturday, April 21, 2007 at 9:00 AM at PVIC for the Spring Community Leaders’ Breakfast; 4) Selected Tuesday, May 29, 2007 at 6:00 PM at PVIC for a Budget Review Session; and 5) Directed that the Budget Policy Issues Workshop, Spring Community Leaders’ Breakfast and Budget Review Session be broadcast on Government Access Channel 35.
23. Determination Whether Indemnification Agreement Substantially Complies with the Conditions of Approval Imposed Upon the Terranea Project (Lynch)
Action Taken: Determined that the Indemnification Agreement substantially complies with Condition 167.

COUNCIL DISCUSSION OF FUTURE AGENDA ITEMS & SUGGESTION OF FUTURE AGENDA ITEMS:
1) Councilman Wolowicz requested that the draft letters associated with Item No. 3 (Border Issues) be brought back for Council review; 2) Mayor Pro Tem Stern requested that staff bring back the proposed Code Amendment discussed in conjunction with Item No. 4 (Penalty Fee Waiver Request); 3) Councilman Clark requested that the “Cool City” program discussed under Public Comments be placed on a future agenda for discussion; and, 4) Councilman Gardiner requested an update on the Eastview School Boundary issue.
