A. EMERGENCY STORM DRAIN PROJECT
1. Mossbank Storm Drain Rehabilitation (Bell)
Action Taken: Reviewed and reconfirmed by a four/fifths (4/5) vote, the Council’s previous action on August 21, 2007, authorizing staff to proceed with emergency repairs to the Mossbank Drive storm drain.

Action Taken: Adopted a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title.

Action Taken: Approved the Minutes of the June 5, 2007 Regular Meeting.
4. Adoption of Ordinance No. 463 - Code Amendment (Case Nos. ZON2007-00076 and ZON2007-00311) Miscellaneous Code Amendment (Fox)
Action Taken: ADOPTED ORDINANCE NO. 463, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES, AMENDING MISCELLANEOUS PROVISIONS OF CHAPTERS 17.02, 17.06, 17.48, 17.60, 17.78 AND 17.84 OF TITLE 17 (ZONING) OF THE CITY’S MUNICIPAL CODE.
5. Approval of Membership in the California JPIA for the Pomona Valley Transportation Authority and the Marin County Open Space District (Petru)
Action Taken: Authorized the Mayor, as the City Council’s delegate to the California Joint Powers Insurance Agency, to vote in favor of the Pomona Valley Transportation Authority and the Marin County Open Space District being accepted as new members.
6. FY06-07 Continuing Appropriations and Year-End Budget Adjustments (Downs)
Action Taken: 1) ADOPTED RESOLUTION NO. 2007-104, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 2006-41, THE BUDGET APPROPRIATION FOR FY06-07, TO REDUCE THE BUDGET FOR APPROVED CONTINUING APPROPRIATIONS; 2) ADOPTED RESOLUTION NO. 2007-105, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 2007-70, THE BUDGET APPROPRIATION FOR FY07-08, TO INCREASE THE BUDGET FOR APPROVED CONTINUING APPROPRIATIONS; and, 3) ADOPTED RESOLUTION NO. 2007-106, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION NO. 2006-41, THE BUDGET APPROPRIATION FOR FY06-07, TO ADJUST THE BUDGET IN THE GENERAL FUND, THE PROPOSITION A FUND, THE SUBREGION ONE MAINTENANCE FUND, AND THE WATER QUALITY FLOOD PROTECTION FUND.
7. Third System Performance Audit of the 2000 Cable Television Franchise Agreement with Cox Communications (Petru)
Action Taken: ADOPTED RESOLUTION NO. 2007-98, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, MAKING FINDINGS IN CONNECTION WITH THE THIRD SCHEDULED SYSTEM PERFORMANCE AUDIT OF THE 2000 CABLE TELEVISION FRANCHISE AGREEMENT WITH COX COMMUNICATIONS.
8. Purchase of Tax Defaulted Property on East Crest Road (Petru)
Action Taken: ADOPTED RESOLUTION NO. 2007-99, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AUTHORIZING THE PURCHASE OF TAX-DEFAULTED PROPERTY AND AMENDING RESOLUTION 2007-70, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2007-2008, FOR A BUDGET ADJUSTMENT OF $5,500 TO THE CITY’S GENERAL FUND.

Action Taken: ADOPTED RESOLUTION NO. 2007-100, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

10. Management Consultant for the Organization-Wide Management Assessment (Lehr)
Action Taken: Authorized the Mayor and City Clerk to execute a Professional Services Agreement with Management Partners, Inc. to conduct an organization-wide management assessment.
11. Application for State of California Recreational Trails Grant for the Sunnyside Segment Trail Connection and Trailhead and Trail Improvements at the Forrestal Nature Preserve (Mihranian/Mikhail/Ramezani)
Action Taken: 1) ADOPTED RESOLUTION NO. 2007-101, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ADOPTING A NEGATIVE DECLARATION FOR THE PROPOSED SUNNYSIDE SEGMENT TRAIL CONNECTION PROJECT; 2) ADOPTED RESOLUTION NO. 2007-102, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ADOPTING A MITIGATED NEGATIVE DECLARATION FOR THE PROPOSED TRAILHEAD AND TRAIL IMPROVEMENTS AT THE FORRESTAL NATURE PRESERVE; and 3) ADOPTED RESOLUTION NO. 2007-103, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE STATE RECREATIONAL TRAILS PROGRAM AND APPROVING THE ALLOCATION OF 12% MATCHING FUNDS FOR THE APPROVED GRANT PROJECTS, IF THE GRANT FUNDS ARE AWARDED.
12. Expenditure of Affordable Housing Funds (Pfost)
Action Taken: Directed Staff to pursue a combined program of actions to expend its surplus affordable housing funds, including: 1) continuing to evaluate the development potential of an affordable housing component as part of the RDA’s Crestridge site; 2) implementation of a rental subsidy program managed by a non-profit housing agency; 3) purchase of existing residential units for the conversion to affordable housing units; and, 4) a “silent second” loan program for qualified (low income) first time homebuyers.
13. Council Committees – Channel 33 and Cable Franchise Agreement Extension
(Petru)
Action Taken: 1) Changed the name of the existing “Channel 33 Cable TV/Cox Contract Renewal” standing committee to “Channel 33 Cable TV,” with Mayor Long and Councilman Gardiner continuing to serve on this committee; 2) Created a new ad hoc committee called “Cable Franchise Agreement Extension;” 3) Mayor Pro Tem Stern, acting on behalf of Mayor Long who recused from participating on this item, appointed Councilman Clark and Mayor Pro Tem Stern to serve on the new ad hoc committee; and, 4) Councilman Gardiner resigned from the Channel 33 Cable TV standing committee.
