M I N U T E S RANCHO PALOS VERDES CITY COUNCIL REGULAR MEETING January 4, 2000 The meeting was called to order at 7:00 P.M. by Mayor Byrd at Fred Hesse Community Park, 29301 Hawthorne Boulevard. After the Pledge of Allegiance, roll call was answered as follows: PRESENT: Ferraro, Lyon, McTaggart, Stern, and Mayor Byrd ABSENT: None Also present were City Manager Les Evans, Assistant City Manager Carolynn Petru; City Attorney Carol Lynch; Director of Planning, Building & Code Enforcement Joel Rojas; Director of Public Works Dean Allison; City Clerk/Administrative Services Director Jo Purcell; and, Associate Planner Ara Mihranian. APPROVAL OF AGENDA: Councilman McTaggart moved, seconded by Mayor pro tem Lyon, to add discussion of a memorial to Dr. Perry Ehlig immediately after the Consent Calendar. Motion Carried. Councilwoman Ferraro moved, seconded by Councilman McTaggart, to approve the agenda as amended. Motion carried. APPROVAL OF CONSENT CALENDAR: Councilwoman Ferraro moved, seconded by Councilman McTaggart to approve the Consent Calendar as follows: Motion to waive full reading Adopted a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all councilmembers after the reading of the title. Ord. No. 354 - Code Amendment No. 44 - Establishment of Equestrian Facilities and Programs by Registered 501(C)(3) Non-Profit Organizations (1203 x 1808) ADOPTED ORDINANCE NO. 354, A CITY-INITIATED PROPOSAL TO AMEND CHAPTER 17.46 (EQUESTRIAN OVERLAY (Q) DISTRICT), CHAPTER 17.76 (MISCELLANEOUS PERMITS AND STANDARDS) AND CHAPTER 17.78 (MISCELLANEOUS) OF TITLE 17 OF THE MUNICIPAL CODE. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: Ferraro, Lyon, McTaggart, Stern, and Mayor Byrd NOES: None # # # # # # # # # # # Memorial for Dr. Perry Ehlig (305 x 1204) Daphne E. Clarke, 10 Peppertree, spoke in praise of Dr. Ehlig. Councilman McTaggart moved, seconded by Mayor pro tem Lyon, to place a memorial plaque on a large rock in the Portuguese Point area in honor of City geologist Dr. Perry Ehlig who passed away on December 26, 1999. Motion carried. REGULAR BUSINESS: Code Amendment No. 46: Maximum Structure Size, Lot Coverage, and Roof Decks (1203 x 1801) Associate Planner Mihranian presented the staff report of January 4, 2000 and the recommendation to RE-INTRODUCE ORDINANCE NO. 355, A CITY-INITIATED PROPOSAL TO AMEND CHAPTER 17.02 (SINGLE-FAMILY RESIDENTIAL DISTRICTS), CHAPTER 17.48 (DEVELOPMENT STANDARDS), AND CHAPTER 17.96 (DEFINITIONS) OF TITLE 17 OF THE MUNICIPAL CODE. Councilwoman Ferraro moved, seconded by Councilman McTaggart, to RE-INTRODUCE ORDINANCE NO. 355, A CITY-INITIATED PROPOSAL TO AMEND CHAPTER 17.02 (SINGLE-FAMILY RESIDENTIAL DISTRICTS), CHAPTER 17.48 (DEVELOPMENT STANDARDS), AND CHAPTER 17.96 (DEFINITIONS) OF TITLE 17 OF THE MUNICIPAL CODE. Review of City Council Rules of Procedure (307 x 1101) Assistant City Manager Petru presented the staff report of January 4, 2000 and the recommendation to review the proposed revisions to the City Council Rules of Procedure and provide staff with direction. The City Council reviewed the draft of the proposal Rules of Procedure as presented in the staff report of January 4, 2000. Council consensus was to bring back a resolution for adoption on January 18, 2000 reflecting the following revisions:

REPORT ON CLOSED SESSION:
City Attorney Lynch reported that the Council unanimously directed staff to send letters of notification to the property owners from whom the City has either not heard from or from whom it has not received easements for the sewer and storm drain project. Also, Council unanimously directed staff to continue accepting new easements that are received until the Council takes additional action. RECYCLING DRAWING: (1204 x 1301) The winner from the last drawing was Susan Rhodes, who will receive a check for $250, which represents a year of free refuse service. Another card was selected. AUDIENCE COMMENTS: Dodie Clarkson, 6424 Seabryn Drive, commented on the poor quality sound system, stating that people in the back of the room could not hear.
